Abstract
Sektor distribusi kelistrikan semakin dihadapkan pada tantangan risiko operasional yang kompleks, terutama dalam upaya memenuhi tuntutan global terhadap keberlanjutan lingkungan. Untuk itu, diperlukan pendekatan manajemen risiko yang tidak hanya sistematis, tetapi juga selaras dengan prinsip-prinsip ramah lingkungan. Penelitian ini bertujuan mengembangkan model penilaian risiko dengan mengadopsi kerangka Green Supply Chain Operations Reference (Green SCOR) pada proses distribusi kelistrikan. Metode penelitian yang digunakan bersifat kuantitatif, dengan pengumpulan data melalui kuesioner yang disusun berdasarkan expert judgement guna mengevaluasi tingkat keparahan dan kemungkinan terjadinya risk agent dalam proses distribusi. Analisis dilakukan menggunakan metode House of Risk (HOR) untuk mengidentifikasi dan memprioritaskan risk agent berdasarkan nilai Aggregate Risk Potential (ARP), sehingga dapat disusun strategi mitigasi yang relevan. Hasil penelitian menunjukkan bahwa risk agent paling krusial berkaitan dengan perencanaan material yang belum efektif, keterlambatan dalam pengelolaan dokumen administrasi, serta lamanya proses lelang dan pengelolaan material bekas atau limbah. Strategi mitigasi yang diusulkan mencakup penerapan proses hijau yang distandarisasi, digitalisasi sistem logistik, serta penjadwalan ulang dan optimalisasi penanganan limbah. Temuan ini diharapkan dapat menjadi acuan dalam pengembangan sistem distribusi kelistrikan yang lebih efisien, adaptif, dan berorientasi pada keberlanjutan, serta memberikan kontribusi nyata dalam implementasi green supply chain di sektor utilitas.

The electricity distribution sector is increasingly confronted with operational risks, particularly in the context of global sustainability demands. As the industry strives to align with environmental standards and reduce its ecological footprint, there is a pressing need for a more structured and sustainable risk management approach. This research aims to develop a risk assessment model using the Green Supply Chain Operations Reference (Green SCOR) framework, focusing on the electricity distribution process. The study adopts a quantitative method by collecting expert opinions through structured questionnaires to evaluate the severity and occurrence of risk agents in the distribution process. The House of Risk (HOR) method is applied to identify and prioritize key risk agents based on their aggregate risk potential (ARP), thereby enabling the formulation of effective mitigation strategies.Findings reveal that the most critical risk agents are associated with ineffective material planning, delays in administrative documentation, and prolonged processes related to the auction and management of used or waste materials. The study proposes several mitigation strategies, including the implementation of standardized green processes, digital integration of logistics systems, and improved scheduling for waste handling and material return. These strategies not only aim to minimize risk but also enhance the sustainability and efficiency of electricity distribution operations. The outcomes of this research are intended to serve as a reference for policy makers and practitioners in developing green-oriented risk management systems within utility sectors.
