Abstract

Peningkatan kepadatan penduduk di Kota Surabaya menyebabkan tingginya aktivitas mobilitas yang tercermin dari meningkatnya jumlah kendaraan pribadi. Dimana pada tahun
2022 mencapai 1.860.082 kendaraan dan pada tahun 2023 mengalami peningkatan menjadi 3.683.873 kendaraan (Badan Pusat Statistik Provinsi Jawa Timur, 2024). Suroboyo Bus
diharapkan dapat menjadi solusi untuk mengurangi kemacetan dan menekan penggunaan kendaraan pribadi. Penelitian ini bertujuan untuk mengidentifikasi faktor yang memengaruhi
sistem transportasi publik (Suroboyo Bus) di Kota Surabaya dan memberikan rekomendasi perencanaan untuk mendukung terwujudnya konsep smart mobility. Penelitian ini
menggunakan metode campuran bertahap (sequential mixed method), peneliti menggunakan analisis kategori untuk pendekatan kualitatif dan menggunakan metode Analytic Hierarchy Process (AHP) untuk pendekatan kuantitatif. Hasil menunjukkan bahwa aspek less mobility masih terbatas pada koridor selatan-utara dan masih perlu. Disisi lain pada aspek move freely, kenyamanan layanan dan upaya untuk meningkatkan jumlah armada masih belum memenuhi standar ideal dari aspek move freely. Terakhir pada aspek less travel time, masih terkendala pada skema sistem lalu lintas (mixed traffic) yang menyebabkan waktu tempuh Surabaya Bus tidak konsisten. Analisis AHP menghasilkan lima rumusan strategi: (1) perbaikan halte (23,93%), (2) penambahan armada (20,71%), (3) integrasi moda angkutan umum (20,01%), (4) jalur khusus (17,78%), dan (5) kolaborasi kelembagaan lintas instansi (17,57%). Berdasarkan hasil temuan peneliti, diharapkan dapat memberikan kontribusi untuk mengoptimalkan sistem transportasi publik (Suroboyo Bus) untuk mencapai smart mobility.

The increasing population density in Surabaya has led to a rise in mobility activities, as reflected in the growing number of private vehicles. In 2022, the number of private vehicles reached 1,860,082, and in 2023 it increased significantly to 3,683,873 (Central Bureau of Statistics of East Java Province, 2024). The Suroboyo Bus is expected to serve as a solution to reduce traffic congestion and limit the use of private vehicles. This study aims to identify
the factors that influence the public transportation system (Suroboyo Bus) in Surabaya and to provide planning recommendations that support the realization of the smart mobility concept. This research employs a sequential mixed methods approach, using categorical analysis for
the qualitative component and the Analytic Hierarchy Process (AHP) for the quantitative analysis. The findings reveal that the less mobility aspect is still limited to the south–north corridor and requires further development. Meanwhile, in the move freely aspect, comfort and efforts to increase the fleet size have yet to meet the ideal standards. Lastly, for the less travel time aspect, the current traffic system (mixed traffic) remains a barrier, resulting in
inconsistent travel times for Suroboyo Bus. The AHP analysis produced five strategic recommendations: (1) bus stop improvements (23.93%), (2) fleet expansion (20.71%), (3)
integration of public transportation modes (20.01%), (4) dedicated bus lanes (17.78%), and (5) interagency institutional collaboration (17.57%). Based on these findings, this study is expected to contribute to the optimization of the public transportation system (Suroboyo Bus) in achieving the goals of smart mobility.
