Abstract

Perencanaan penataan wilayah kota tidak terlepas dari proyek pembangunan sarana-sarana untuk menunjang kebutuhan masyarakat. Hal ini berkaitan dengan konsep supply and demand dari pemerintah atau pihak pengelola dengan masyarakat. Pembangunan Surabaya Waterfront Land di Pantai Timur Surabaya akan dilaksanakan dengan adanya reklamsi sebesar 1.084 hektar sepanjang Kenjeran sampai dengan Wonorejo dengan upaya menjadikan kawasan Pantai Timur Surabaya dapat tertata lebih baik, rapi, indah, dan menarik, serta dapat mudah dikunjungi untuk blok pariwisata terpadu. Pembangunan kawasan tersebut dilakukan dengan reklamasi akan berdampak pada sedimentasi dan perubahan morfologi di sekitarnya. Apalagi akan terdampak juga para nelayan atau penduduk yang tinggal di sekitar Kenjeran untuk mata pencahariannya. Pantai Kenjeran masih terbilang kondisi pantai yang buruk karena kualitas airnya yang keruh dan sering mengalami pendangkalan akibat sedimen yang masuk ke Pantai Kenjeran. Kota Surabaya juga kota yang sering terancam dengan adanya banjir akibat debit aliran air yang tinggi. Saluran drainase atau sungai-sungai yang ada di Kota Surabaya juga memiliki peran terhadap kasus tersebut dan pembawaan sedimentasi menuju wilayah pesisir. Hasil simulasi sedimentasi menggunakan software DELFT3D dengan kondisi debit normal menunjukkan pada garis pesisir pantai Kenjeran-Wonorejo terjadi erosi 0.05-0.08 meter, sedangkan pada kondisi debit ekstrim terjadi erosi 0.05-0.1 meter. Pada skenario pasca reklamasi juga menunjukkan perbedaan erosi dan sedimentasi sekitar 0.05-0.1 meter. Perubahan morfologi dasar pada tiap cross-section menunjukkan di perairan Pantai Timur Surabaya terdapat erosi dan sedimentasi. Penanggulangan terhadap permasalahan sedimentasi yang terjadi ini dapat berupa maintenance dredging, sediment trap, dan penerapan ekosistem mangrove.

Urban planning is inseparable from the development of facilities to support the needs of the community. This is related to the concept of supply and demand from the government or the management with the community. The development of Surabaya Waterfront Land on Surabaya's East Coast will be carried out with the reclamation of 1,084 hectares along Kenjeran to Wonorejo with an effort to make the Surabaya East Coast area better organized, neat, beautiful, and attractive, and can be easily visited for integrated tourism blocks. The development of the area by reclamation will have an impact on sedimentation and morphological changes in the vicinity. Moreover, it will also affect the fishermen or residents who live around Kenjeran for their livelihood. Kenjeran Beach is still considered a poor beach condition because the water quality is murky and often silts up due to sediment entering Kenjeran Beach. Surabaya is also a city that is often threatened by flooding due to high water flow. Drainage channels or rivers in Surabaya City also have a role in this case and carry sedimentation to the coastal area. Sedimentation simulation results using DELFT3D software with normal discharge conditions show that the Kenjeran-Wonorejo coastline erodes 0.05-0.08 meters, while in extreme discharge conditions erosion occurs 0.05-0.1 meters. The post-reclamation scenario also shows a difference in erosion and sedimentation of around 0.05-0.1 meters. Changes in the morphology of the bottom in each cross-section show that the waters of Surabaya East Coast have erosion and sedimentation. Countermeasures against this sedimentation problem that occurs can be in the form of maintenance dredging, sediment traps, and the application of mangrove ecosystems.
