Abstract

Pembangunan ekonomi adalah proses peningkatan kesejahteraan masyarakat secara berkelanjutan melalui peningkatan produktivitas dan efisiensi ekonomi. Berdasarkan data BPS, pertumbuhan ekonomi di Provinsi Jawa Tengah terus meningkat sejak 2021 hingga 2022. Namun, pada 2023 terjadi ketimpangan ekonomi yang ditandai perlambatan konsumsi rumah tangga dan perbedaan pertumbuhan antar wilayah, sehingga menyebabkan penurunan pertumbuhan ekonomi. Dalam kondisi ini, analisis pengelompokkan wilayah menjadi penting untuk memahami karakteristik tiap kabupaten/kota. Metode Fuzzy C-Means digunakan untuk pengelompokkan wilayah, sedangkan jumlah cluster optimal ditentukan melalui Silhouette Index. Hasil pengelompokkan menunjukkan tidak ada kesamaan komposisi wilayah antara 2022 dan 2023. Pada 2022, terdapat tiga cluster dengan 6 wilayah di cluster 1, 17 wilayah di cluster 2, dan 12 wilayah di cluster 3. Pada 2023, cluster 1 memiliki 6 wilayah, cluster 2 sebanyak 16 wilayah, dan cluster 3 sebanyak 13 wilayah.
Selanjutnya, analisis MANOVA didapatkan bahwa setiap kelompok atau cluster memiliki perbedaan rata-rata antar cluster tiap tahun nya. Pada karakteristik cluster berdasarkan indikator pembangunan ekonomi tahun 2022 dan 2023 menunjukan bahwa pada kategori cluster 1 dengan prioritas rendah, cluster 2 dengan prioritas tinggi dan cluster 3 dengan prioritas sedang.

Economic development is the process of continuously improving people's welfare through increasing productivity and economic efficiency. Based on BPS data, economic growth in Central Java Province continues to increase from 2021 to 2022. However, in 2023 there will be economic inequality marked by a slowdown in household consumption and differences in growth between regions, causing a decline in economic growth. In this condition, regional grouping analysis becomes important to understand the characteristics of each district/city. The Fuzzy C-Means method is used for regional grouping, while the optimal number of clusters is determined via the Silhouette Index. The grouping results show that there is no similarity in regional composition between 2022 and 2023. In 2022, there are three clusters with 6 regions in cluster 1, 17 regions in cluster 2, and 12 regions in cluster 3. In 2023, cluster 1 has 6 regions, cluster 2 as many as 16 regions, and cluster 3 as many as 13 regions. Furthermore, MANOVA analysis showed that each group or cluster had an average difference between clusters each year. The cluster characteristics based on economic development indicators for 2022 and 2023 show that cluster 1 is a low priority category, cluster 2 is a high priority and cluster 3 is a medium priority.
