Abstract

Alih fungsi lahan pertanian menjadi lahan non-pertanian merupakan isu penting di Indonesia, termasuk di Kabupaten Ngawi, yang didorong oleh pertumbuhan penduduk, kebutuhan perumahan, dan industrialisasi. Fenomena ini berdampak pada berkurangnya lahan produktif, ketahanan pangan, dan kesejahteraan petani. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi alih fungsi lahan pertanian di Kabupaten Ngawi selama periode 2016–2023 dengan pendekatan regresi data panel. Faktor-faktor yang dikaji meliputi kepadatan penduduk, laju pertumbuhan penduduk, jumlah penduduk, luas sawah, produktivitas padi, jumlah industri, dan permintaan kepemilikan lahan. Hasil penelitian menunjukkan bahwa laju pertumbuhan penduduk dan jumlah industri besar/sedang secara signifikan memengaruhi alih fungsi lahan pertanian menjadi non-pertanian. Sementara itu, luas sawah dan produktivitas pertanian memberikan pengaruh positif dalam menjaga fungsi agraris lahan. Model Efek Tetap (Fixed Effect Model/FEM) dipilih sebagai metode terbaik untuk menangkap dinamika antarwilayah yang dipengaruhi oleh kebijakan lokal dan kondisi geografis. Secara keseluruhan, penelitian ini menyimpulkan bahwa alih fungsi lahan tidak hanya didorong oleh faktor ekonomi dan demografi, tetapi juga dipengaruhi oleh tingkat produktivitas lahan dan kebijakan tata ruang yang spesifik pada tingkat lokal.

The conversion of agricultural land to non-agricultural uses is a significant issue in Indonesia, including Ngawi Regency, driven by population growth, housing needs, and industrialization. This phenomenon impacts the reduction of productive land, food security, and farmer welfare. This study aims to analyze the factors influencing the conversion of agricultural land in Ngawi Regency during the period 2016–2023 using a panel data regression approach. The factors examined include population density, population growth rate, total population, paddy field area, rice productivity, the number of industries, and land ownership requests. The results indicate that the population growth rate and the number of large/medium industries significantly affect the conversion of agricultural land to non-agricultural purposes. Meanwhile, paddy field area and agricultural productivity show a positive influence in maintaining the agrarian function of the land. The Fixed Effect Model (FEM) was chosen as the best method to capture the inter-regional dynamics influenced by local policies and geographical conditions. Overall, this study concludes that land conversion is not only driven by economic and demographic factors but also influenced by land productivity levels and spatial planning policies specific to the local level.
