Abstract
Industri konstruksi merupakan sektor dinamis yang menghadapi tantangan tinggi dalam pengendalian biaya, khususnya pada proyek dengan skema kontrak Design and Build yang kompleks. Penelitian ini bertujuan untuk mengoptimalkan peran sistem System Application and Product (SAP/ERP) dalam manajemen pengendalian biaya pada proyek konstruksi dengan pendekatan kontrak tersebut. Studi kasus dilakukan pada proyek pembangunan Research and Technology Center (RTC) Pertamina di Jakarta Barat, dengan fokus pada integrasi modul SAP/ERP seperti Project System (PS), Material Management (MM), dan Financial Accounting (FI). Penelitian ini menggunakan pendekatan kuantitatif dengan kerangka Lean Six Sigma (LSS) dan metode Earned Value Management (EVM) untuk mengevaluasi kinerja proyek secara objektif. Data dikumpulkan dari sistem SAP/ERP dan dianalisis melalui indikator seperti Cost Performance Index (CPI), Schedule Performance Index (SPI), Waste Index, dan Value-Added Ratio (VAR). Hasil penelitian menunjukkan bahwa penggunaan SAP/ERP secara terintegrasi mampu meningkatkan efisiensi pengendalian biaya, meminimalisasi pemborosan sumber daya, dan memberikan visibilitas real-time terhadap performa proyek. Namun, implementasi SAP/ERP juga menghadapi tantangan berupa keterbatasan pemahaman pengguna, resistensi terhadap perubahan, serta kompleksitas integrasi antar-modul. Kontribusi penelitian ini mencakup pengembangan model integrasi SAP/ERP, LSS, dan EVM untuk pengendalian biaya proyek Design and Build, serta memberikan rekomendasi manajerial praktis untuk pelaku industri konstruksi dalam memanfaatkan sistem ERP secara optimal. Penelitian ini diharapkan menjadi acuan strategis dalam peningkatan efisiensi proyek konstruksi berskala besar di Indonesia.

The construction industry is a dynamic sector facing significant challenges in cost control, particularly in projects with complex Design and Build contract schemes. This research aims to optimize the role of the System Application and Product (SAP/ERP) system in cost control management for construction projects with this contract approach. A case study was conducted on the construction of the Pertamina Research and Technology Center (RTC) in West Jakarta, focusing on the integration of SAP/ERP modules such as Project System (PS), Material Management (MM), and Financial Accounting (FI). This research employs a quantitative approach with the Lean Six Sigma (LSS) framework and the Earned Value Management (EVM) method to objectively evaluate project performance. Data were collected from the SAP/ERP system and analyzed through indicators such as Cost Performance Index (CPI), Schedule Performance Index (SPI), Waste Index, and Value-Added Ratio (VAR). The results show that the integrated use of SAP/ERP can improve the efficiency of cost control, minimize resource waste, and provide real-time visibility into project performance. However, the implementation of SAP/ERP also faces challenges in the form of limited user understanding, resistance to change, and the complexity of integration between modules. The contribution of this research includes the development of an integrated SAP/ERP, LSS, and EVM model for cost control of Design and Build projects, as well as providing practical managerial recommendations for construction industry players in utilizing the ERP system optimally. This research is expected to be a strategic reference in improving the efficiency of large-scale construction projects in Indonesia.
