Abstract

COP 21 atau yang lebih dikenal dengan Paris Agreement menjadi gerbang atas massive-nya usaha global dalam misi meminimalisir pemanasan global kurang dari 2°C. Perjanjian ini menjadi dasar bagi negara-negara yang tergabung dalam Perserikatan Bangsa-Bangsa (PBB) untuk berpartisipasi dalam misi pengurangan emisi greenhouse gas (GHG). Salah satu cara yang dianggap paling berdampak dalam pengurangan GHG tersebut adalah dengan mengimplementasikan early retirement dari Pembangkit Listrik Tenaga Uap (PLTU) berbahan bakar batu bara atau Coal Fired Power Plant (CFPP). Indonesia merupakan salah satu negara dengan penggunaan CFPP yang cukup besar khususnya di area Jawa, Madura dan Bali. Salah satu strategi untuk mencapai Net Zero Emission (NZE) pada tahun 2060 adalah dengan melakukan early retirement CFPP. Penelitian ini bertujuan untuk menentukan urutan prioritas CFPP yang akan di pensiun dinikan di sistem kelistrikan Jawa, Madura dan Bali melalui kombinasi metode (Multi Criteria Decision Making) MCDM yaitu Analytic Network Process (ANP) dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Seluruh kriteria yang digunakan dalam penelitian didapat berdasarkan hasil studi literatur dan Focus Group Discussion (FGD) bersama para expert. Pembobotan dilakukan menggunakan metode ANP berdasarkan kuesioner yang diisi oleh para expert, hasil kuesioner dirata-rata menggunakan Weighted Geometric Mean Method (WGMM) untuk kemudian disimulasikan menggunakan aplikasi Super Decision guna mendapatkan bobot dari masing-masing kriteria. Bobot kriteria akan digunakan dalam formulasi perankingan menggunakan metode TOPSIS. Kombinasi metode ANP-TOPSIS menghasilkan urutan early retirement CFPP yaitu PLTU A, PLTU E, PLTU D, PLTU F, PLTU C, dan PLTU B. Ranking tersebut kemudian dibandingkan dengan data Reserve Margin tersedia dan dianalisis lebih lanjut melalui simulasi aliran daya menggunakan beberapa rancangan skenario. Hasil dan validasi simulasi memberikan rekomendasi bahwa berdasarkan nilai Indeks Kekuatan Sistem (IKS) dan beberapa pertimbangan lain, early retirement pada skenario 1-2 (PLTU E) dapat dilakukan pada tahun 2033.

COP 21, better known as the Paris Agreement, is the gateway to massive global efforts to minimize global warming to less than 2°C. This agreement became the basis for countries that are members of the United Nations (UN) to participate in the mission of reducing greenhouse gas (GHG) emissions. One of the most impactful ways to reduce GHG is by implementing early retirement of coal-fired power plants (CFPP). Indonesia, as one of the countries with the largest use of CFPP, especially in the Java, Madura, and Bali areas, participated by compiling an energy transition roadmap to achieve Net Zero Emission (NZE) by 2060 with the early retirement of CFPP as one of the strategies. This research aims to determine the priority order of CFPP to be retired in the Java, Madura, and Bali electricity systems through a combination of MCDM (Multi-Criteria Decision Making) methods: Analytic Network Process (ANP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). ANP will be used as the weighting method, while TOPSIS is used in the CFPP ranking process. Every criterion employed in this study came from literature reviews and expert Focus Group Discussions (FGDs). To determine the weights of each criterion, the questionnaire data is averaged using the Weighted Geometric Mean Method (WGMM), and the outcomes were simulated using the Super Decisions application. The TOPSIS approach was then utilized to formulate the ranking using these weights. The following CFPPs were ranked in order of early retirement by the ANP-TOPSIS combination: PLTU A, PLTU E, PLTU D, PLTU F, PLTU C, and PLTU B. Power flow simulations in several scenarios were then used to further assess this ranking in comparison to the available reserve margin data. Based on the Stiffness System and several other factors, the simulation's results and validation suggest that early retirement under scenario 1-2 (PLTU E) may be implemented in 2033.
