Abstract

Masalah kemiskinan, pengangguran, dan pengelolaan sampah yang belum maksimal dalam penanganannya menjadi tantangan utama bagi Kota Cilegon. Salah satu kelurahan yang turut menghadapi permasalahan tersebut adalah Kelurahan Bagendung, yang terletak di Kecamatan Cilegon. PT PLN Indonesia Power UBP Suralaya, sebagai salah satu subholding dari PT PLN (Persero), melalui program Tanggung Jawab Sosial dan Lingkungan (TJSL) Bagendung Esensi, menjadi pionir di Indonesia dalam pendirian pabrik BBJP Plant sebagai upaya untuk mengatasi permasalahan ini sekaligus mendorong pembentukan kegiatan lainnya melalui tiga subprogram yang inovatif, yaitu: Omah Sampah, Omah Kreatif, dan Omah Sehat. Penelitian ini bertujuan untuk mengeksplorasi implementasi dari program Bagendung Esensi, dampak terhadap kesejahteraan masyarakat, dan strategi penguatan kerjasama antar pemangku kepentingan dalam memastikan keberlanjutan program TJSL Bagendung Esensi. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara mendalam terhadap informan kunci, informan utama, dan informan pendukung, observasi lapangan, serta studi dokumentasi dan literatur. Teknik analisis data dilakukan dengan pendekatan analisis deskriptif melalui tiga tahap, yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi program TJSL Bagendung Esensi berhasil memberikan dampak positif terhadap kesejahteraan masyarakat di Kelurahan Bagendung. Peningkatan kesejahteraan masyarakat terlihat dari adanya peningkatan pada akses sumber daya ekonomi, keberlanjutan lingkungan, dan akses layanan kesehatan. Kemudian, strategi penguatan kerjasama antar pemangku kepentingan terbukti sangat efektif dalam mendukung keberlanjutan Program TJSL Bagendung Esensi. Melalui aspek tujuan, interaksi, dan kepemimpinan, terlihat bahwa keterlibatan aktif serta kerjasama dari semua pihak seperti perusahaan pelaksana, pemerintah daerah, hingga masyarakat penerima manfaat sangat menentukan arah keberhasilan, dan keberlanjutan program.

The issues of poverty, unemployment, and suboptimal waste management remain major challenges for the city of Cilegon. One of the urban villages affected by these issues is Bagendung, located in the Cilegon District. PT PLN Indonesia Power UBP Suralaya, a subholding of PT PLN (Persero), through its Social and Environmental Responsibility (TJSL) program Bagendung Esensi, has become a pioneer in Indonesia by establishing the BBJP Plant. This initiative aims to address these problems while fostering the development of other activities through three innovative subprograms: Omah Sampah (Waste House), Omah Kreatif (Creative House), and Omah Sehat (Healthy House). This study aims to explore the implementation of the Bagendung Esensi program, assess its impact on community welfare, and examine stakeholder collaboration strategies to ensure the program’s sustainability. The study adopts a qualitative research method using a case study approach. Data were collected through in-depth interviews with key, primary, and supporting informants, field observations, and document and literature reviews. Data analysis was conducted using a descriptive analytical approach through three stages: data reduction, data presentation, and conclusion drawing. The results of this study indicate that the implementation of the Bagendung Esensi TJSL program has successfully provided a positive impact on the welfare of the community in Bagendung Subdistrict. Improvements in community welfare can be observed through increased access to economic resources, environmental sustainability, and healthcare services. Furthermore, the strategy of strengthening collaboration among stakeholders has proven highly effective in supporting the sustainability of the Bagendung Esensi TJSL program. Through the elements of shared goals, effective interaction, and leadership, active engagement and cooperation among implementing companies, local government, and beneficiary communities were instrumental in directing the program’s success and long term sustainability.
