Abstract

Pos Pelayanan Terpadu (Posyandu) merupakan salah satu bentuk Upaya Kesehatan Bersumberdaya Masyarakat (UKBM) yang dikelola secara partisipatif oleh masyarakat dan untuk masyarakat. Salah satu posyandu yang memiliki daya dukung tambahan yaitu posyandu binaan PT Bina Pertiwi, anak perusahaan PT Astra International Tbk yang bergerak di industri alat berat atau dikenal sebagai Astra Heavy Equipment Mining, Construction, and Energy (AHEMCE) melalui program ‘BP Fit’ PT Bina Pertiwi merepresentasikan CSR pilar kesehatan dengan fokus utama meningkatkan indeks kesehatan Indonesia dan mengurangi kesenjangan pada bidang kesehatan. Melalui adanya dukungan perusahaan diharapkan posyandu dapat meningkatkan peran dalam pelayanan posyandu. Besarnya angka stunting di Jakarta Timur masih menjadi tanda tanya tentang bagaimana intervensi stunting yang telah dilakukan oleh pemerintah hingga pihak swasta. Oleh karena itu penelitian ini hadir dalam menganalisis peran kader dalam program posyandu binaan PT Bina Pertiwi di Kelurahan Rawaterate, Jakarta Timur sebagai penyuluh, komunikator, motivator, fasilitator, dan dinamisator. Penelitian ini juga menganalisis mengenai upaya pengembangan kompetensi kader posyandu. Untuk menganalisis kedua hal tersebut penelitian ini menggunakan metode kualitatif melaui pendekatan studi kasus dengan teknik pengumpulan data berupa observasi, wawancara, dan studi literatur serta menggunakan teknik analisa data Miles & Huberman dalam reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Pemilihan informan ditentukan melalui purposive sampling. Hasil penelitian menunjukkan bahwa kader Posyandu 4B telah melaksanakan lima peran utama—penyuluh, motivator, komunikator, fasilitator, dan dinamisator dengan sistem kerja yang terorganisir melalui rotasi tugas, koordinasi aktif dengan puskesmas, serta inisiatif penyuluhan yang disesuaikan dengan kondisi warga. Sementara itu, Posyandu 4C menunjukkan pelaksanaan peran yang adaptif dengan pendekatan informal yang kuat, serta komunikasi yang efektif kepada masyarakat. Pada hal kompetensi, kader 4B telah memiliki kemampuan teknis dan pengetahuan dasar yang baik namun masih terkendala pada aspek digital dan beban kerja yang timpang. Pada sisi lain, kader 4C menunjukkan kekuatan pada komunikasi interpersonal dan inisiatif belajar mandiri, tetapi masih membutuhkan penguatan pada kompetensi administratif dan teknis yang terstandar. Kedua posyandu telah mendapatkan pelatihan dari puskesmas dan BP. Namun, para kader posyandu masih memerlukan upaya pengembangan kompetensi di bidang administrasi digital, peningkatan fasilitas posyandu berupa tempat secara permanen, serta pemberian apresiasi berupa insentif.

Integrated The Integrated Health Service Post (Posyandu) is a form of Community-Based Health Effort (Upaya Kesehatan Bersumberdaya Masyarakat or UKBM) that is managed participatively by and for the community. One Posyandu with additional support is the Posyandu fostered by PT Bina Pertiwi, a subsidiary of PT Astra International Tbk operating in the heavy equipment industry, known as Astra Heavy Equipment Mining, Construction, and Energy (AHEMCE). Through its "BP Fit" program, PT Bina Pertiwi represents the health pillar of its Corporate Social Responsibility (CSR), with a primary focus on improving Indonesia's health index and reducing disparities in the health sector. With corporate support, it is expected that Posyandu can enhance its role in delivering health services. The high rate of stunting in East Jakarta continues to raise questions regarding the effectiveness of stunting interventions implemented by both the government and private sector. Therefore, this study aims to analyze the role of Posyandu cadres in the fostered program by PT Bina Pertiwi in Rawaterate Subdistrict, East Jakarta, as educators, communicators, motivators, facilitators, and dynamic agents of change. This study also examines efforts to develop the competencies of Posyandu cadres. To analyze these aspects, the study employs a qualitative method with a case study approach, utilizing data collection techniques such as observation, interviews, and literature study, as well as Miles & Huberman's data analysis technique involving data reduction, data presentation, and conclusion drawing/verification. Informants were selected through purposive sampling. The findings indicate that cadres at Posyandu 4B have fulfilled the five main roles— educator, motivator, communicator, facilitator, and dynamic agent—with an organized work system through task rotation, active coordination with the community health center (puskesmas), and health education initiatives tailored to the needs of residents. Meanwhile, Posyandu 4C demonstrates an adaptive implementation of roles through a strong informal approach and effective communication with the community. In terms of competencies, cadres at Posyandu 4B possess solid technical skills and foundational knowledge but still face challenges in digital literacy and uneven workload distribution. On the other hand, cadres at Posyandu 4C exhibit strong interpersonal communication and self-learning initiatives, yet still require reinforcement in standardized administrative and technical competencies. Both Posyandus have received training from the community health center and PT Bina Pertiwi. However, further efforts are needed to develop cadres' digital administrative competencies, improve Posyandu infrastructure with permanent facilities, and provide appropriate recognition through incentives.
