Abstract
Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) merupakan infrastruktur penting dalam mendukung transisi menuju transportasi rendah emisi. Kota Denpasar sebagai pusat aktivitas pemerintahan, pendidikan, dan pariwisata di Bali memiliki tingkat mobilitas yang tinggi, sehingga memerlukan perencanaan lokasi dan jumlah SPKLU yang strategis dan berkelanjutan. Penelitian ini bertujuan untuk mengidentifikasi kriteria utama yang memengaruhi penentuan lokasi dan jumlah SPKLU di Kota Denpasar serta menyusun prioritas alternatif menggunakan metode Analytical Hierarchy Process (AHP). Pengumpulan data dilakukan melalui studi literatur, wawancara dengan pakar, dan kuesioner kepada pengguna kendaraan listrik serta pihak PLN. Analisis disusun dalam bentuk struktur hierarki pengambilan keputusan berdasarkan enam kriteria utama, yaitu: ketersediaan infrastruktur listrik, aksesibilitas lokasi, ketersediaan lahan dan fasilitas, biaya dan kebijakan pendukung, permintaan kendaraan listrik, serta aspek tata ruang dan lingkungan. Penelitian ini menghasilkan kerangka pengambilan keputusan yang dapat digunakan oleh pemangku kepentingan dalam merencanakan pengembangan SPKLU secara efektif di Kota Denpasar, serta mendukung pencapaian target transisi energi dan Net Zero Emission 2060.

Public Electric Vehicle Charging Stations (SPKLU) are essential infrastructure supporting the transition toward low-emission transportation. Denpasar City, as the center of government, education, and tourism activities in Bali, has a high level of mobility, necessitating strategic and sustainable planning for SPKLU locations and capacity. This study aims to identify the key criteria influencing the determination of SPKLU locations and quantities in Denpasar and to prioritize alternative options using the Analytical Hierarchy Process (AHP) method. Data collection was conducted through literature review, expert interviews, and questionnaires distributed to electric vehicle users and PLN representatives. The analysis was structured using a hierarchical decision-making model based on six main criteria: availability of electrical infrastructure, location accessibility, land and facility availability, cost and supporting policies, electric vehicle demand, and spatial/environmental considerations. The study produces a decision-making framework that can be utilized by stakeholders to effectively plan SPKLU development in Denpasar City, while also supporting the achievement of energy transition goals and the national Net Zero Emission 2060 target.
