Abstract
Bandara Juanda, salah satu bandara tersibuk di Indonesia, menghadapi tantangan operasional akibat lonjakan penumpang domestik saat puncak permintaan musiman, khususnya periode Lebaran. Kondisi ini menyebabkan antrian panjang, peningkatan waktu layanan, dan penurunan Level of Service (LoS) secara signifikan. Tugas akhir ini bertujuan untuk mengembangkan model sistem dinamik guna memproyeksikan jumlah penumpang domestik tahunan pada periode 2005 hingga 2045, sekaligus mensimulasikan efisiensi operasional Terminal 1 (T1) selama periode puncak. Model dibangun dengan pendekatan Sistem Dinamik menggunakan tahapan pengembangan Causal Loop Diagram (CLD) dan Stock and Flow Diagram (SFD) melalui perangkat lunak Vensim, serta didukung oleh data historis penumpang dan biaya operasional dari PT Angkasa Pura I (2023). Tiga skenario kebijakan diuji melalui simulasi, termasuk penambahan sumber daya manusia dan fasilitas terminal. Hasil simulasi memperkirakan jumlah penumpang mencapai 9,42 juta per tahun pada 2025, dengan proyeksi lonjakan harian mencapai 28.248 penumpang (dibandingkan 17.325 pada 2023). Skenario 3 merupakan skenario terbaik dengan menaikkan Level of Service dan penurunan antrian. Model ini memberikan kontribusi teoretis dalam memahami dinamika penumpang musiman, serta rekomendasi praktis bagi perencanaan kapasitas, investasi infrastruktur, dan mitigasi risiko operasional oleh pengelola Bandara Juanda.

Juanda Airport, one of Indonesia’s busiest airports, faces operational challenges due to a surge in domestic passengers during peak seasonal demand, particularly during Lebaran. This condition results in long queues, increased service times, and a significant decline in Level of Service (LoS). This final project aims to develop a dynamic system model to project annual domestic passenger numbers from 2005 to 2045 while simulating operational efficiency at Terminal 1 (T1) during peak periods. The model is developed using a system dynamics approach with the development stages of Causal Loop Diagrams (CLD) and Stock and Flow Diagrams (SFD) through Vensim software, supported by historical passenger and operational cost data from PT Angkasa Pura I (2023). Three policy scenarios were tested through simulation, including the addition of human resources and terminal facilities. Simulation results estimate 9.42 million passengers annually by 2025, with a projected daily peak of 28,248 passengers during Lebaran (compared to 17,325 in 2023). Scenario 3 proved to be the best scenario, with increasing the LoS and decreasing queues. This model provides theoretical contributions to understanding seasonal passenger dynamics and practical recommendations for capacity planning, infrastructure investment, and operational risk mitigation for Juanda Airport’s management.
