Abstract
Rantai pasok yang efektif penting bagi perusahaan gas industri untuk mencapai efisiensi operasional dan kepuasan pelanggan dalam seluruh proses rantai pasok. Perusahaan gas industri yang diamati telah menerapkan ISO 45001, ISO 9001, dan ISO 14001 untuk aspek produksi dan kualitas. Namun, risiko rantai pasok belum dikelola secara terstruktur karena tidak adanya kerangka manajemen risiko yang formal. Penanganan risiko dilakukan secara manual melalui tindakan korektif. Hal ini dapat menyebabkan keterlambatan dan ketidakefisienan, sehingga menimbulkan potensi gangguan yang dapat menghambat pencapaian tujuan utama perusahaan, yaitu menjaga ketersediaan produk, meningkatkan kepuasan pelanggan, serta supply chain risilience. Untuk mengatasi masalah ini, kerangka House of Risk (HoR) diterapkan untuk mengidentifikasi, menganalisis, dan merumuskan strategi mitigasi untuk risiko-risiko dalam rantai pasok. Metode Supply Chain Operation Reference (SCOR) digunakan sebelumnya sebagai kerangka kerja pendahulu untuk menganalisis operasi rantai pasokan perusahaan dalam lima proses inti; plan, source, make, deliver, dan return. Pada fase pertama dari House of Risk (HoR), 26 risk events dan 30 risk agents diidentifikasi dan dinilai berdasarkan severity dan likelihood untuk memperoleh 14 risiko prioritas tinggi berdasarkan Aggregate Risk Priority (ARP). Pada fase kedua House of Risk (HoR), 13 strategi mitigasi diajukan berdasarkan nilai total effectiveness dan nilai effectiveness-to-difficulty (ETD). Untuk meningkatkan kelayakan implementasi, Hierarchical Clustering dilakukan untuk mengelompokkan strategi mitigasi ke dalam klaster untuk perencanaan mitigasi dan alokasi sumber daya yang efektif. Berdasarkan hasil tersebut, berbagai klaster diformulasikan berdasarkan nilai ambang batas jarak yang diskalakan ulang untuk mengatasi kategori risiko tertentu seperti risiko keselamatan yang disebabkan oleh manusia, risiko eksternal, risiko kerusakan operasional, dan sebagainya. Klaster memastikan kelayakan yang optimal, alokasi sumber daya yang efisien, dan keselarasan dengan tujuan rantai pasokan jangka panjang perusahaan.

An effective supply chain is critical for industrial gas companies to achieve operational efficiency and maximum customer satisfaction across all supply chain operations. The industrial gas company observed has implemented ISO 45001, ISO 9001, and ISO 14001 for production and quality. The supply chain risks are still unmanaged, lacks a formalized and structured risk management framework, and are resolved manually in corrective actions. This may lead to delays and inefficiencies, causing more potential disruptions that may hinder the company to achieve their main objectives in ensuring product availability, enhance customer service and satisfaction and achieve supply chain resilience. To tackle this issue, the House of Risk (HoR) framework is applied to identify, analyse and formulate mitigation strategies for supply chain risks. The Supply Chain Operation Reference (SCOR) model is utilized as a predecessor framework to analyse the company’s supply chain operations in five core processes; plan, source, make, deliver, and return. In the first phase of House of Risk (HoR), 26 risk events and 30 risk agents are identified with severity and likelihood values to obtain 14 high-priority risks ranked based on Aggregate Risk Priority (ARP). In the second phase of House of Risk (HoR), 13 mitigation strategies are proposed based on the total effectiveness value and total effectiveness-to-difficulty (ETD) values. To enhance feasibility of implementation, Hierarchical Clustering is conducted to group the mitigation strategies into clusters for effective mitigation planning and resource allocation. Derived from the results, various clusters are formulated based on the rescaled distance threshold value to address to certain risk categories such as human-caused safety risks, external risks, operational breakdown risks, and so forth. The clusters ensures optimal feasibility, efficient resource allocation, and alignment with the company’s long-term supply chain objectives.
