Abstract

Indonesia telah memulai produksi oil and gas secara komersial sejak tahun 1971, dengan mengoperasikan 613 unit struktur lepas pantai, dimana 54,7% di antaranya berusia lebih dari 20 tahun dan 24,6% berusia antara 16 dan 20 tahun. Seiring berjalannya waktu, anjungan tetap lepas pantai yang digunakan untuk eksplorasi dan produksi gas alam telah mengalami kerusakan akibat umur anjungan yang sudah mencapai batasnya. Oleh karena itu, penting untuk mempertimbangkan proses decommissioning yang tepat untuk anjungan-anjungan ini, terutama ketika mereka tidak lagi memenuhi standar keselamatan dan operasional yang diperlukan, yaitu proses yang diperlukan untuk mengelola anjungan yang telah mencapai akhir masa pakainya. Perkembangan decommissioning di Indonesia masih jauh dari harapan. Hal ini menunjukkan perlunya pendekatan yang lebih sistematis dan berbasis nilai dalam pengambilan keputusan terkait metode decommissioning, agar dapat mengoptimalkan sumber daya yang ada dan meminimalkan dampak negatif terhadap lingkungan dan masyarakat. Dari penelitian ini, dari agregasi nilai alternatif yang didapatkan dari perhitungan keputusan berbasis nilai, maka hasil bahwa alternatif leave in place menjadi alternatif yang terpilih berdasarkan perhitungan keputusan berbasis nilai dari ketiga grup pemangku kepentingan.

Indonesia has started commercial oil and gas production since 1971, operating 613 offshore structures, of which 54.7% are more than 20 years old and 24.6% are between 16 and 20 years old. Over time, offshore fixed platforms used for natural gas exploration and production have been damaged due to their age. It is therefore important to consider an appropriate decommissioning process for these platforms, especially when they no longer meet the necessary safety and operational standards, i.e. the process required to manage platforms that have reached the end of their useful life. The development of decommissioning in Indonesia has fallen short of expectations. This suggests the need for a more systematic and value-based approach to decision-making regarding decommissioning methods, in order to optimize available resources and minimize negative impacts on the environment and society. From this research, from the aggregation of alternative values obtained from the calculation of value-based decisions, the result is that the leave in place alternative is the selected alternative based on the calculation of value-based decisions from the three stakeholder groups.
