Abstract
Indonesia merupakan negara yang dilintasi oleh zona tektonik aktif dikarenakan adanya pertemuan tiga lempeng dunia, sehingga dapat menimbulkan ancaman terhadap bencana gempa bumi. Salah satu sesar aktif yang dikenal memengaruhi Pulau Jawa adalah Sesar Baribis-Kendeng. Kota Surabaya sendiri dilintasi oleh dua segmen dari sesar ini yang membawa potensi terhadap risiko gempa. Penelitian ini memiliki tujuan dalam penyusunan peta risiko dengan menggunakan analisis spasial serta perancangan skenario sebagai kegiatan mitigasi bencana pada bagian infrastruktur dan kependudukan di Kota Surabaya. Peta risiko terbentuk dengan menggunakan metode skoring dan weighted overlay. Parameter kerentanan dalam penelitian ini dibuat dari penggabungan parameter kerentanan sosial, kerentanan ekonomi, dan kerentanan fisik. Dalam kerentanan, Kota Surabaya sebagian besar kecamatan di Surabaya tergolong dalam kelas kerentanan rendah. Dari pengolahan parameter kapasitas, ditunjukkan bahwasannya Surabaya tergolong pada kapasitas kelas rendah. Pengolahan parameter bahaya menunjukkan Kota Surabaya termasuk ke dalam kelas bahaya tinggi. Peta risiko disusun berdasarkan pedoman Peraturan Kepala Badan Nasional Penanggulangan Bencana No. 02 Tahun 2012 dengan menggabungkan peta bahaya, peta kerentanan, dan peta kapasitas. Dari pengolahan risiko, Kota Surabaya yang termasuk kelas risiko sangat rendah dengan luas 1,604km2, kelas risiko rendah dengan luas 0km2, kelas risiko sedang dengan luas 96,742km2, kelas risiko tinggi dengan luas 129,674km2, kelas risiko sangat tinggi dengan luas 102,630km2. Dari skenario yang telah dirancang, infrastruktur Surabaya termasuk ke dalam risiko sedang, tinggi, dan sangat tinggi sehingga memiliki peluang dalam mengalami kerusakan yang parah. Dalam bagian kependudukan, kelompok usia rentan terbanyak berada di Kecamatan Tambaksari. Sebagai bagian dari kesiapsiagaan, sebanyak 151 rute evakuasi telah disusun untuk memfasilitasi pergerakan dari semua fasilitas yang telah dipilih.

Indonesia is a country that is crossed by active tectonic zones due to the meeting of the three world plates, which can pose a threat earthquake disaster. One of the active faults known to affect Java Island is the Baribis-Kendeng Fault. Surabaya City is crossed by two segments of this fault that can make potential for earthquake risk. This research aims to prepare a risk map using spatial analysis and scenario design to mitigation activity for infrastructure and population in Surabaya City. Risk map is formed using scoring and weighted overlay methods. Vulnerability parameters in this study are made form a combination of social vulnerability, economic vulnerability, and physical vulnerability. In terms of vulnerability, most sub-districts in Surabaya are classified in the low vulnerability class. From the processing of capacity parameters, it is shown that Surabaya is classified as a low capacity. Processing of hazard parameters shows that Surabaya is included in the high hazard class. Risk maps are prepared based on the guidelines of the Head of the National Disaster Management Agency Regulation No. 02 of 2012 by combining hazard maps, vulnerability maps, and capacity maps. From the risk processing, Surabaya included a very low risk class with an area of 1,604km2, low risk class with an area of 0km2, medium risk class with an area of 96,742km2, high risk class with an area of 129,674km2, very high risk class with an area of 102,630km2. From the scenarios that have been designed, Surabaya's infrastructure is included in moderate, high, and very high risks so that it has the opportunity to experience severe damage. In the population section, the most vulnerable age groups are in Tambaksari sub-district. As part of the preparedness, 151 evacuation routes have been developed to facilitate the movement of all selected facilities.
