Abstract

Perguruan tinggi merupakan salah satu sektor pendidikan yang bertanggung jawab dalam membentuk lingkungan kerja yang aman dan nyaman bagi civitas akademika. Penerapan Keselamatan dan Kesehatan Kerja (K3) menjadi bagian penting, tidak hanya untuk mencegah kecelakaan kerja, tetapi menjaga keberlanjutan operasional kampus. Perguruan tinggi umumnya difasilitasi oleh gedung bertingkat, proyek konstruksi, dan area publik (perpustakaan, kantin, medical center) dengan potensi risiko dan bahaya K3 yang beragam. Penelitian ini bertujuan untuk mengembangkan checklist safety matrix yang terdiri dari daftar periksa, bobot, dan skor sebagai instrumen dalam menilai risiko K3 pada gedung perguruan tinggi. Penyusunan daftar periksa mengacu pada peraturan dan standar K3 yang masih berlaku. Pengembangan instrumen melibatkan perancangan hierarki safety matrix menggunakan metode Analytical Hierarchy Process (AHP) untuk memperoleh bobot, yang terbagi menjadi 2 jenis checklist utama yaitu umum untuk menilai bagian manajerial unit kerja dan ruangan untuk menilai bagian operasional. Terdapat 1 jenis checklist umum serta 9 jenis checklist ruangan termasuk kantor, kelas, perpustakaan, kantin, laboratorium komputer, kamar, poliklinik, apotek, dan konstruksi. Pemeriksaan pada jenis checklist ruangan mencakup 2 aspek yaitu keselamatan dengan 4 kriteria (Sistem Manajemen K3, peralatan K3, penanganan keadaan darurat, penanganan alat bahan) dan kesehatan dengan 2 kriteria (kondisi fisik ruangan dan kebersihan lingkungan) kemudian didefinisikan menjadi subkriteria yang berbeda sesuai karakteristik dan fungsi dari masing-masing ruangan. Berdasarkan penilaian tingkat kepentingan melalui kuesioner pada tim Panitia Pembina Keselamatan dan Kesehatan Kerja (P2K3) dan divalidasi unit K4L ITS, diperoleh nilai bobot pada jenis checklist umum sebesar 67% dan ruangan 33%, aspek keselamatan 60% dan kesehatan 40%, serta kriteria dan subkriteria yang berbeda pada setiap ruangan. Selain pengembangan kriteria pada instrumen checklist safety matrix, disusun indikator penilaian dalam bentuk scorecard sebagai acuan pemberian skor pada saat penilaian risiko K3 gedung amatan. Skala penilaian skor 1-5 dengan nilai 5 menunjukkan kondisi gedung yang telah memenuhi standar K3, sedangkan nilai 1-4 belum memenuhi. Penilaian dilakukan pada gedung amatan di perguruan tinggi ITS, diperoleh tingkat implementasi K3 Gedung Perpustakaan dan Medical Center berada pada kategori 4 atau baik, sedangkan ketiga gedung lain pada kategori 3 atau cukup.

Universities are part of the education sector that hold responsibility for creating a safe and comfortable working environment for the academic community. The implementation of Occupational Safety and Health (OSH) plays an essential role not only in preventing workplace accidents but also in maintaining the continuity of campus operations. University environments are typically supported by high-rise buildings, construction projects, and public areas (such as libraries, canteens, and medical centers) that carry diverse OSH risks and hazards. This study aims to develop a safety matrix checklist consisting of check items, weightings, and scores as an instrument to assess OSH risks in university buildings. The checklist is constructed based on current regulations and OSH standards. The instrument was developed by designing a safety matrix hierarchy using the Analytical Hierarchy Process (AHP) method to determine the weightings and is divided into two main checklist types: a general checklist for managerial unit assessment and room checklists for operational assessment. The checklists consist of one general checklist and nine room-specific checklists, including office, classroom, library, canteen, computer laboratory, dormitory, polyclinic, pharmacy, and construction. Room checklists are assessed based on two aspects: safety, with four criteria (OSH management system, OSH equipment, emergency handling, and equipment/material handling), and health, with two criteria (physical room conditions and cleanliness), further defined into sub-criteria tailored to the characteristics and functions of each room. Based on a priority assessment questionnaire distributed to the OSH Advisory Committee (P2K3) and validated by the K4L unit, the weightings were determined to be 67% for general checklists and 33% for room checklists; 60% for safety aspects and 40% for health aspects, with varied criteria and sub-criteria per room type. In addition to the checklist criteria development, a scorecard was constructed to serve as a scoring reference during OSH risk assessments of observed buildings. The score scale ranges from 1 to 5, where a score of 5 indicates compliance with OSH standards, and scores of 1 to 4 indicate non-compliance. The risk assessment conducted on university buildings showed that the Library and Medical Center fell into category 4 (good), while the remaining three buildings were in category 3 (adequate).
