Abstract
Pesatnya jumlah penduduk Kota Surabaya yang disertai dengan meningkatnya aktivitas masyarakat berdampak pada bertambahnya volume sampah setiap tahun. Kelurahan Mojo menjadi salah satu wilayah dengan kontribusi sampah anorganik cukup tinggi dengan estimasi 3,471 m3 / bulan, ditambah dengan kepadatan penduduk mencapai 26.300 jiwa/km². Untuk menjawab tantangan tersebut, Bank Sampah Induk Mojo hadir sebagai solusi berbasis komunitas yang bertujuan mengurangi sampah menuju Tempat Pemrosesan Akhir (TPA) Benowo, sekaligus memperkuat ekonomi sirkular. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi, dokumentasi, dan studi literatur. Informan terdiri dari pengurus bank sampah, warga setempat, dan pemangku kepentingan lainnya. Hasil penelitian menunjukkan bahwa masyarakat menunjukkan partisipasi aktif, terutama dalam proses pemilahan dan penyetoran sampah melalui unit-unit bank sampah di masing-masing RW. Keberlanjutan partisipasi masyarakat dipengaruhi oleh faktor sosial, seperti solidaritas warga dan kepercayaan terhadap pengelola, serta faktor ekonomi, yaitu manfaat langsung berupa tabungan dari sampah yang dikumpulkan. Selain itu, penelitian ini juga mengidentifikasi strategi yang diterapkan, seperti edukasi lingkungan, penyediaan sarana pemilahan, dan pembentukan kader lingkungan. Sinergi antara warga, tokoh masyarakat, dan dukungan pemerintah menjadi kunci dalam memperkuat efektivitas program. Temuan ini menegaskan bahwa pengelolaan sampah yang berkelanjutan membutuhkan keterlibatan aktif semua pihak dan strategi yang relevan dengan kondisi sosial masyarakat setempat.

The rapid growth of Surabaya's population, coupled with increased community activity, has led to a rise in the volume of waste generated each year. Mojo Subdistrict is one of the areas with a relatively high contribution of inorganic waste, estimated at 3,471 m³ per month, combined with a population density of 26,300 people per km². To address this challenge, the Mojo Central Waste Bank has emerged as a community-based solution aimed at reducing waste destined for the Benowo Final Waste Processing Site (TPA) while strengthening the circular economy. This study employs a qualitative approach using the case study method. Data was collected through in-depth interviews, observations, documentation, and literature reviews. Informants included waste bank managers, local residents, and other stakeholders. The study found that the community demonstrated active participation, particularly in the sorting and disposal of waste through waste bank units in each RW. The sustainability of community participation was influenced by social factors, such as community solidarity and trust in managers, as well as economic factors, namely direct benefits in the form of savings from collected waste. Additionally, this study identified strategies implemented, such as environmental education, provision of sorting facilities, and the formation of environmental cadres. Synergy between residents, community leaders, and government support is key to strengthening the program's effectiveness. These findings emphasize that sustainable waste management requires active involvement from all parties and strategies relevant to the local community's social conditions.
