Abstract

Tanah memiliki peranan penting bagi perusahaan PT Kereta Api Indonesia (PT KAI) yang mengelola aset tanah untuk keperluan operasional maupun non-operasional. PT KAI menghadapi masalah dalam pengelolaan tanah, salah satunya adalah tumpang tindihnya bidang tanah dengan pihak lain, yang sebagian besar masih tercatat dalam bentuk grondkaart (bukti kepemilikan bidang tanah), bukan sertifikat hak milik yang sah. Penelitian ini bertujuan untuk menganalisis tumpang tindih bidang tanah di Jalan Bogowonto sampai Jalan H. Agus Salim menggunakan metode overlay, yang merupakan salah satu aset milik PT KAI. Kajian aspek administrasi pertanahan (hak, nilai tanah, kesesuaian penggunaan berdasarkan rencana tata ruang) memberikan kejelasan kedudukan aset tanah yang dimaksud lebih komprehensif. Data yang digunakan dalam penelitian ini meliputi peta bidang tanah Kota Madiun, peta sebaran aset PT KAI Daop 7 Madiun, dan dokumen grondkaart. Berdasarkan analisa aspek hak atas bidang tanah yang tumpang tindih terdiri dari 62 bidang yang ditinjau dari hak atas bidang tanah, penggunaan bidang, kesesuaian bidang tanah, dan nilai tanah yang berada pada rentang Rp5.000.000- Rp20.000.000 per meter. Pengembangan Jalan Bogowonto yang sebelumnya masuk dalam kelas jalan arteri sekunder menjadi masuk dalam kategori jasa atau industri sesuai dengan Peta Rencana Tata Ruang Wilayah tahun 2023 - 2043.

Land has an important role for PT Kereta Api Indonesia (PT KAI), which manages land assets for operational and non-operational purposes. PT KAI faces problems in land management, one of which is the overlapping of land parcels with other parties, most of which are still recorded in the form of grondkaart (proof of ownership of land parcels), not a valid certificate of ownership. This research aims to analyze overlapping land parcels on Bogowonto Street to H. Agus Salim Street using the overlay method, which is one of PT KAI's assets. The study of land administration aspects (rights, land value, suitability of use based on spatial plans) provides more comprehensive clarity of the position of the land asset in question. The data used in this research includes a map of Madiun City land parcels, a map of the distribution of PT KAI Daop 7 Madiun assets, and grondkaart documents. Based on the analysis of overlapping land rights aspects, there are 62 parcels in terms of land rights, use of parcels, suitability of parcels, and land value in the range of Rp5,000,000- Rp20,000,000 per meter. The development of Bogowonto Road, which was previously included in the secondary arterial road class, is included in the service or industrial category according to the 2023-2043 Regional Spatial Plan Map.
