Abstract
Kabupaten Blitar merupakan salah satu wilayah pesisir selatan di Provinsi Jawa Timur yang memiliki tingkat kerentanan tinggi terhadap bencana tsunami. Riwayat kebencanaan menunjukkan bahwa wilayah ini pernah terdampak tsunami pada tahun 1972 akibat gempa berkekuatan 6,0 SR, yang menyebabkan ratusan korban jiwa dan kerusakan besar. Selain itu, wilayah pesisir Blitar juga turut terdampak gelombang tsunami Banyuwangi pada tahun 1994. Potensi ancaman ini diperkuat oleh letak Kabupaten Blitar yang berhadapan langsung dengan zona subduksi megathrust. Penelitian ini bertujuan untuk menganalisis tingkat kerentanan pesisir Kabupaten Blitar terhadap tsunami menggunakan metode Analytical Hierarchy Process (AHP). Enam kriteria utama yang dianalisis dalam penelitian ini meliputi paparan manusia, paparan fisik, paparan psikologis, kesiapsiagaan, peran pemerintah, dan kondisi sosial ekonomi, yang masing-masing mempunyai sub-kriteria. Pengumpulan data dilakukan melalui penyebaran kuesioner kepada 3 tipe responden, yaitu Ahli, Pemerintah, dan Masyarakat. Hasilnya dari AHP kemudian untuk memperoleh bobot prioritas masing-masing sub-kriteria. Hasil penelitian menunjukkan bahwa terdapat 10 sub-kriteria kerentanan di Kabupaten Blitar. Strategi mitigasi yang dirumuskan mencakup peningkatan kualitas struktur bangunan, penyusunan sistem peringatan dini, penguatan kapasitas masyarakat melalui pelatihan dan sosialisasi, serta perencanaan tata ruang berbasis risiko.

Blitar Regency is one of the southern coastal areas in East Java Province that has a high level of vulnerability to tsunami disasters. Disaster history shows that this region was affected by the tsunami in 1972 due to a magnitude 6.0 earthquake, which caused hundreds of casualties and extensive damage. In addition, the coastal area of Blitar was also affected by the Banyuwangi tsunami in 1994. This potential threat is strengthened by the location of Blitar Regency which is directly facing the megathrust subduction zone. This study aims to analyze the level of coastal vulnerability of Blitar Regency to tsunamis using the Analytical Hierarchy Process (AHP) method. The six main criteria analyzed in this study include human exposure, physical exposure, psychological exposure, preparedness, government roles, and socio-economic conditions, each of which has sub-criteria. Data collection was carried out by distributing questionnaires to three types of respondents, namely Experts, Government, and Community. The results of the AHP were then used to obtain the priority weight of each sub-criterion. The results showed that there were 10 sub-criteria for vulnerability in Blitar Regency. The formulated mitigation strategies include improving the quality of building structures, developing early warning systems, strengthening community capacity through training and outreach, and risk-based spatial planning.
