Abstract
Pariwisata adalah bisnis dengan pertumbuhan tercepat dan terbesar kedua di sektor jasa setelah teknologi informasi di seluruh dunia. Pengembangan pariwisata juga menjadi fokus utama pemerintah dalam menjadikan Indonesia sebagai destinasi pariwisata kelas dunia melalui desa wisata, yang merupakan salah satu program Pemerintah Republik Indonesia. Program ini diharapkan dapat mempercepat pemulihan dan mendorong pertumbuhan sektor pariwisata di Indonesia. Penelitian ini bertujuan untuk memberikan usulan sebuah kerangka model komprehensif mengenai dukungan masyarakat lokal dalam pengembangan pariwisata, dengan pendekatan Social Exchange Theory (SET) dan Weber’s Theory of Formal and Substantive Rationality (WTFSR) – Resident Empowerment Tourism Scale (RETS) yang memotret komunitas. Penelitian ini juga melibatkan pendekatan Motivation, Opportunity, dan Ability (MOA) dari sisi individu masyarakat, serta menggunakan teknologi adopsi sebagai faktor moderasi, mengingat kesadaran masyarakat lokal akan pentingnya adopsi teknologi untuk mendukung sektor pariwisata (support for tourism). Populasi yang menjadi target pada penelitian ini adalah responden berusia lebih dari 18 tahun, penduduk setempat di desa wisata Jawa Timur, dan terlibat aktif dalam komunitas pengembangan desa wisata. Metode yang digunakan untuk analisis data dalam penelitian ini adalah Structural Equation Modelling (SEM). Metode ini menganalisis hubungan antara variabel eksogen, intervening, moderasi, dan endogen secara langsung dan bersamaan. Proses pengolahan data yang dilakukan dalam penelitian ini melalui beberapa tahap pengujian. Pertama, menggunakan software AMOS untuk menguji validitas dan reliabilitas data. Kedua, menguji pengaruh langsung variabel Technology Adoption terhadap Support for Tourism. Ketiga, melakukan uji model (measurement model dan structural model) serta uji hipotesis. Penelitian ini melibatkan 10 variabel, yaitu: (1) Community Attachment; (2) Community Satisfaction; (3) Perceived Benefits of Tourism; (4) Perceived Costs of Tourism; (5) Motivation; (6) Opportunity; (7) Ability; (8) Resident Empowerment; (9) Support Tourism; dan (10) Technology Adoption, dengan 22 hipotesis yang diuji. Hasil penelitian berhasil mengembangkan model teoritis yang menggabungkan tiga pendekatan besar: Social Exchange Theory, Resident Empowerment, dan MOA (Motivation, Opportunity, Ability) untuk mendukung pariwisata di Desa Wisata Jawa Timur. Adopsi teknologi juga terbukti memperkuat hubungan antara MOA, dan Perceived Benefit Tourism dan Perceived Cost Tourism terhadap dukungan masyarakat. Dengan demikian, model ini memberikan kerangka yang utuh untuk memahami proses pengambilan keputusan sosial masyarakat dalam konteks pariwisata berbasis komunitas.

Tourism is the fastest-growing and second-largest business in the service sector worldwide, after information technology. Tourism development is also a primary focus of the government's efforts to establish Indonesia as a world-class tourism destination through tourism villages, a program of the Republic of Indonesia. This program is expected to accelerate recovery and encourage growth in the tourism sector in Indonesia. This study aims to propose a comprehensive model framework for local community support in tourism development, using the Social Exchange Theory (SET) and Weber's Theory of Formal and Substantive Rationality (WTFSR) approaches, including the Resident Empowerment Tourism Scale (RETS), which captures the community. This study also incorporates the Motivation, Opportunity, and Ability (MOA) approach from the perspective of individual communities, and uses technology adoption as a moderating factor, considering local community awareness of the importance of technology adoption to support the tourism sector. The target population for this study were respondents aged 18 years and older, local residents of tourist villages in East Java, and actively involved in the village tourism development community. The data analysis method used in this study was Structural Equation Modeling (SEM). This method analyzes the relationships between exogenous, intervening, moderating, and endogenous variables directly and simultaneously. The data processing process in this study involved several testing stages. First, AMOS software was used to verify the validity and reliability of the data. Second, the direct effect of the Technology Adoption variable on Support for Tourism was examined. Third, model testing (measurement model and structural model) and hypothesis testing were conducted. This study involved 10 variables: (1) Community Attachment; (2) Community Satisfaction; (3) Perceived Benefits of Tourism; (4) Perceived Costs of Tourism; (5) Motivation; (6) Opportunity; (7) Ability; (8) Resident Empowerment; (9) Support for Tourism; and (10) Technology Adoption, with 22 hypotheses tested. The research results successfully developed a theoretical model that combines three major approaches: Social Exchange Theory, Resident Empowerment, and MOA (Motivation, Opportunity, Ability) to support tourism in East Java Tourism Villages. Technology adoption has also been shown to strengthen the relationship between MOA, Perceived Benefit Tourism, and Perceived Cost Tourism on community support. Thus, this model provides a comprehensive framework for understanding the social decision-making process of communities in the context of community-based tourism
