Abstract

Sungai Welang merupakan sungai yang bermuara di Kecamatan Kraton, Kabupaten Pasuruan dengan luas DAS sebesar 522,89 km2 dan panjang sungai utama sebesar 36 km. Sungai Welang sering mengalami luapan banjir akibat kapasitas eksisting sungai yang tidak dapat menampung debit banjir dan ditambah kondisi laut pasang saat musim hujan. Penelitian ini bertujuan untuk menganalisis debit rencana, mengevaluasi kapasitas eksisting, serta merancang upaya pengendalian banjir di hilir Sungai Welang. Debit banjir rencana dihitung
menggunakan metode Hidrograf Satuan Sintetis (HSS) Nakayasu dengan periode ulang 25 tahun, menghasilkan nilai debit rencana sebesar 528,06 m³/s. Evaluasi kapasitas dilakukan
menggunakan pemodelan hidraulika satu dimensi dengan program bantu HEC-RAS. Hasil analisis menunjukkan bahwa kondisi penampang eksisting Sungai Welang bagian hilir tidak
mampu menampung debit rencana tersebut. Oleh karena itu, dirancang upaya pengendalian banjir yang berupa normalisasi sungai dan pembangunan tanggul. Desain penampang
direncanakan berbentuk trapesium dengan lebar dasar 35–45 meter dengan kemiringan lereng 1:1. Desain perencanaan tanggul direncanakan dengan tinggi 0–2 meter yang kemudian
ditambah dengan tinggi jagaan 1 meter. Sedangkan untuk lebar mercu tanggul direncanakan sebesar 3 meter. Berdasarkan hasil analisis, upaya tersebut dapat menampung dan mengalirkan debit rencana secara efektif untuk mengendalikan banjir di Sungai Welang bagian hilir serta menghasilkan rata-rata penurunan elevasi muka air banjir sebesar 43,82% dari kondisi eksisting. Rekomendasi ini diharapkan menjadi solusi dalam pengelolaan banjir di wilayah Sungai
Welang bagian hilir.

The Welang River is a river that flows into Kraton District, Pasuruan Regency with a watershed area of 522,89 km2 and a main river length of 36 km. The Welang River often
experiences flooding due to the existing capacity of the river that cannot accommodate flood discharge and added to the high sea conditions during the rainy season. This study aims to analyze the planned discharge, evaluate the existing capacity, and design flood control efforts in the downstream of the Welang River. The planned flood discharge was calculated using the Nakayasu Synthetic Unit Hydrograph (HSS) method with a return period of 25 years, resulting
in a planned discharge value of 528,06 m³/s. Capacity evaluation was carried out using one dimensional hydraulic modeling with the HEC-RAS assisted program. The results of the analysis showed that the existing cross-sectional conditions of the downstream Welang River were unable to accommodate the planned discharge. Therefore, flood control efforts were designed in the form of river normalization and embankment construction. The cross-section design is planned to be trapezoidal with a base width of 35–45 meters with a slope of 1:1. The embankment planning design is planned with a height of 0–2 meters which is then added with a guard height of 1 meter. Meanwhile, the width of the embankment crest is planned to be 3 meters. Based on the analysis results, these efforts can accommodate and channel the planned discharge effectively to control flooding in the downstream Welang River and produce an average decrease in flood water level of 43,82% from existing conditions. This recommendation is expected to be a solution in flood management in the downstream Welang River area.
