Abstract
Hari Bebas Kendaraan Bermotor atau Car Free Day (CFD) merupakan salah satu upaya Pemerintah Kota Surabaya dalam meningkatkan kesadaran lingkungan masyarakat, khususnya melalui pengurangan penggunaan kendaraan bermotor pribadi. Faktanya, kesadaran masyarakat terhadap isu lingkungan dan dampak mobilitas masih rendah. Di sisi lain, belum banyak kajian yang secara empiris mengevaluasi sejauh mana program CFD mampu mendorong perubahan perilaku perjalanan masyarakat, terutama dalam pemilihan moda transportasi. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis faktor-faktor yang memengaruhi perubahan perilaku perjalanan pengunjung CFD di Jalan Raya Darmo, Kota Surabaya. Penelitian ini menggunakan pendekatan kuantitatif dengan metode Structural Equation Modeling – Partial Least Squares (SEM-PLS). Variabel yang diteliti meliputi kepuasan pengunjung terhadap program CFD, operasional CFD, infrastruktur dan transportasi, serta perubahan persepsi pengunjung sebagai variabel intervening. Hasil penelitian menunjukkan bahwa kepuasan pengunjung terhadap operasional CFD serta infrastruktur dan transportasi berpengaruh positif dan signifikan terhadap perubahan perilaku perjalanan secara langsung, sementara perubahan persepsi pengunjung tidak memediasi hubungan antarvariabel secara signifikan. Temuan ini menunjukkan bahwa keberhasilan dalam mendorong perubahan perilaku pengunjung tidak hanya bergantung pada persepsi, tetapi juga pada kualitas pengalaman dan fasilitas yang dirasakan langsung oleh pengunjung selama mengikuti CFD.

Car Free Day (CFD) is one of the initiatives undertaken by the Surabaya City Government to raise public environmental awareness, particularly by reducing the use of private motorized vehicles. Public awareness regarding environmental issues and the impact of mobility remains relatively low. On the other hand, few empirical studies have evaluated the extent to which the CFD program can effectively encourage changes in travel behavior, especially in terms of transport mode choice. This study aims to identify and analyze the factors that influence changes in travel behavior of CFD visitors in Jalan Raya Darmo, Surabaya. A quantitative approach was employed using Structural Equation Modeling – Partial Least Squares (SEM-PLS) method. The variables examined include visitor satisfaction with the CFD program, CFD operations, infrastructure and transportation, travel time and duration of attendance, with changes in visitor perception acting as an intervening variable. The result indicate that visitor satisfaction with CFD operations and infrastructure and transportation has a positive and significant direct effect on changes in travel behavior, while changes in visitor perception do not significantly mediate the relationship between variables. These findings suggest that the success in promoting behavioral change among visitors does not sorely rely on perception, but also on the quality of experiences and facilities directly encountered during participation in CFD activities.
