Abstract

Kabupaten Tulungagung memiliki potensi wisata alam pesisir yang belum dikelola secara optimal akibat keterbatasan akses informasi spasial dan kurangnya promosi digital. Informasi yang tersedia masih bersifat umum, seperti pada situs resmi pariwisata Provinsi Jawa Timur yang belum menyajikan informasi detail mengenai kondisi dan fasilitas wisata pantai di Tulungagung. Penelitian ini bertujuan untuk mengembangkan Sistem Informasi Geografis (SIG) berbasis web dalam bentuk WebGIS sebagai sarana promosi, manajemen, dan pengambilan keputusan wisata berbasis data spasial. WebGIS ini menyajikan informasi spasial dan non-spasial secara interaktif, yang mendukung penyebaran informasi destinasi, pemetaan fasilitas wisata, serta pengambilan keputusan berbasis klasifikasi kesiapan destinasi (lengkap, sedang, kurang). Sistem dikembangkan menggunakan platform ArcGIS Online, dengan integrasi fitur pencarian lokasi, filter fasilitas, pop-up informasi, pengukuran jarak, serta responsivitas multi-perangkat. Analisis kesiapan fasilitas dan aksesibilitas menunjukkan adanya ketimpangan antar destinasi, di mana Pantai Gemah dan Sine tergolong kategori "Lengkap", sementara Sioro dan Sanggar masuk kategori "Kurang". Evaluasi kebergunaan sistem menggunakan System Usability Scale (SUS) terhadap 33 responden menghasilkan skor rata-rata 63.86 (Marginal Acceptable). Rata-rata skor responden lokal mencapai 69.67, lebih tinggi dibandingkan responden non-lokal sebesar 59.03, yang menunjukkan adanya perbedaan persepsi dan tingkat familiaritas terhadap sistem.

Tulungagung Regency has coastal natural tourism potential that has not been optimally managed due to limited access to spatial information and a lack of digital promotion. Available information is still general, such as on the official tourism website of East Java Province which does not provide detailed information on the condition and facilities of coastal tourism in Tulungagung. This study aims to develop a web-based Geographic Information System (GIS) in the form of WebGIS as a means of promotion, management, and decision-making of tourism based on spatial data. This WebGIS presents spatial and non-spatial information interactively, which supports the dissemination of destination information, mapping of tourism facilities, and decision-making based on the classification of destination readiness (complete, moderate, lacking). The system was developed using the ArcGIS Online platform, with integrated location search features, facility filters, information pop-ups, distance measurement, and multi-device responsiveness. Analysis of facility readiness and accessibility shows disparities between destinations, where Gemah and Sine Beaches are categorized as "Complete," while Sioro and Sanggar are categorized as "Poor." Evaluation of the system's usability using the System Usability Scale (SUS) on 33 respondents resulted in an average score of 63.86 (Marginally Acceptable). The average score of local respondents reached 69.67, higher than that of non-local respondents at 59.03, which indicates a difference in perception and level of familiarity with the system
