Abstract

Transformasi digital telah menjadi kebutuhan esensial di berbagai sektor, termasuk industri kepelabuhanan, karena terbukti mampu meningkatkan kinerja layanan, daya saing, serta ketahanan operasional. Namun demikian, pelabuhan curah kering di Indonesia khususnya pada terminal ekspor, masih menghadapi tantangan seperti rendahnya produktivitas penanganan kargo, di tengah ketidakpastian pasar. Kondisi ini mempertegas urgensi penerapan transformasi digital guna mengatasi inefisiensi dan meningkatkan adaptabilitas operasional. Untuk itu, diperlukan model perancangan implementasi transformasi khususnya pada terminal pemuatan curah kering skala kecil dan menengah, yang umumnya menghadapi keterbatasan kapasitas sumber daya finansial dan kompetensi digital. Hal ini dilakukan melalui analisis kondisi saat ini menggunakan pendekatan user persona, evaluasi kinerja operasional, serta penilaian kapabilitas digital melalui Digital Readiness Index for Ports (DRIP). Langkah ini memungkinkan dilakukannya analisis kesenjangan (gap analysis) sebagai dasar penentuan arah transformasi selanjutnya melalui kerangka Digital Maturity Model (DMM). Dalam penelitian ini, rancangan inisiasi dianalisis melalui simulasi dan evaluasi dampak berdasarkan analisis biaya-manfaat. Adapun didapati bahwa solusi yang dapat dilakukan berupa sistem kendali jarak jauh untuk penumpukan material dan pengukuran stok, serta integrasi sistem informasi melalui visualisasi data. Berdasarkan analisis tersebut diperoleh bahwa ketiga inisiasi dapat memenuhi ketercapaian target secara keseluruhan serta memenuhi tujuan transformasi berupa peningkatan produktivitas, efisiensi waktu sandar hingga tiga hari, penurunan persentase kesalahan dalam estimasi volume stok hingga 2%, serta penghematan biaya operasional dengan rata-rata mencapai dua miliar rupiah per tahun.

Digital transformation has become an essential need, including in the port industry. Its implementation has been proven to improve service performance, competitiveness, and operational resilience. However, dry bulk ports in Indonesia, particularly at export terminals, still face challenges such as low cargo handling productivity in the midst of market uncertainty. This condition highlights the urgency of implementing digital transformation to overcome inefficiencies and enhance operational adaptability. Therefore, a tailored implementation model is needed, especially for small and medium scale dry bulk loading terminals, which commonly face limitations in financial resources and digital competencies. This is carried out through an analysis of the current situation using a user persona approach, evaluation of operational performance, and assessment of digital capabilities using the Digital Readiness Index for Ports (DRIP) framework. These steps enable a gap analysis as a foundation for determining the direction of further transformation using the Digital Maturity Model (DMM) framework. In this study, the design of transformation initiatives is analyzed through simulation and impact evaluation based on cost-benefit analysis. The proposed solution include remote control system for material stacking and stock measurement, as well as the integration of information systems through data visualization. Based on the analysis, the three initiatives are found to meet overall performance targets and support the transformation goals, which include increasing productivity, reduce berthing time of up to three days, improved accuracy in stock volume estimation by up to 2%, and average annual operational cost savings of up to two billion rupiah.
