Abstract

Kilang Pertamina RU-IV Cilacap merupakan salah satu unit pengolahan minyak terbesar di Indonesia dengan sistem kelistrikan yang kompleks dan kebutuhan daya tinggi. Dalam upaya meningkatkan efisiensi dan keandalan sistem, dilakukan integrasi pasokan listrik dengan PLN melalui pengalihan beban sebesar 50%. Penelitian ini bertujuan untuk menganalisis kestabilan transien sistem tenaga listrik akibat pengalihan tersebut dengan mempertimbangkan respon terhadap gangguan seperti generator trip, bus short circuit,dan motor starting. Pemodelan sistem dilakukan menggunakan ETAP, dengan analisis terhadap parameter tegangan dan juga frekuensi. Hasil simulasi menunjukkan bahwa pengalihan beban ke PLN mempengaruhi performa sistem,terutama saat terjadi gangguan. Untuk menjaga kestabilan sistem, diterapkan skema load shedding berbasis frekuensi menggunakan metode status dan relai Underfrequency enam langkah. Implementasi load shedding terbukti mampu mempercepat pemulihan sistem ke kondisi stabil dan mengurangi risiko blackout, khususnya pada kondisi kritis seperti motor starting atau trip pembangkit. Studi ini memberikan rekomendasi strategi pelepasan beban yang optimal sesuai standar IEEE C37.117-2007 untuk meningkatkan keandalan sistem kelistrikan di kilang.

Pertamina RU-IV Cilacap Refinery is one of the largest oil processing units in Indonesia, equipped with a complex electrical system and high power demand. To improve system efficiency and reliability, a 50% load transfer to the PLN grid was implemented. This study aims to analyze the transient stability of the power system resulting from the load transfer, with a focus on system response to disturbances such as generator trips, bus short circuits, and motor starting events. The system was modeled using ETAP, with analysis conducted on voltage and frequency parameters. Simulation results indicate that the load transfer to PLN affects system performance, particularly under disturbance conditions. To maintain stability, load shedding scheme based on frequency was applied using a six-step underfrequency relay method. The implementation of this load shedding strategy proved effective in accelerating system recovery to stable conditions and reducing the risk of blackout, especially under critical scenarios such as motor starting or generator trip. This study provides recommendations for an optimal load shedding strategy in accordance with IEEE Standard C37.117-2007 to enhance power system reliability at the refinery.
