Abstract
Perkembangan kawasan urban di Kota Surabaya terus meningkat dari tahun ke tahun, seiring dengan pertumbuhan jumlah penduduk dan aktivitas ekonomi. Penelitian ini bertujuan mengevaluasi persebaran area urban di Surabaya menggunakan data citra Sentinel-1 dengan pendekatan backscattering dan koheren analisis pada rentang waktu 2016 hingga 2024. Data diolah menggunakan perangkat lunak SNAP dan ArcGIS, kemudian diklasifikasikan menggunakan metode Maximum Likelihood berbasis tekstur GLCM dan speckle divergence. Hasil pengolahan data backscattering menunjukkan bahwa luas area urban meningkat dari 24.846 hektar pada tahun 2016 menjadi 27.011 hektar pada tahun 2022. Sementara itu, dari hasil analisis coherence, area dengan nilai koherensi sangat tinggi indikatif terhadap permukaan keras atau area terbangun permanen meningkat dari 11.365 hektar pada tahun 2019 menjadi 11.791 hektar pada tahun 2024. Validasi klasifikasi dilakukan untuk metode backscattering menggunakan citra resolusi tinggi dari Google Earth Pro. Metode coherence digunakan sebagai pelengkap interpretasi visual untuk melihat kestabilan perubahan tutupan lahan. Hasil akhir menunjukkan adanya tren pertumbuhan kawasan urban ke arah barat dan timur kota. Penelitian ini diharapkan dapat memberikan gambaran yang mendukung kebijakan perencanaan ruang dan pengelolaan pembangunan wilayah urban secara berkelanjutan.

The development of urban areas in Surabaya continues to increase from year to year, in line with population growth and economic activities. This study aims to evaluate the distribution of urban areas in Surabaya using Sentinel-1 imagery with a backscattering and coherence analysis approach over the period from 2016 to 2024. The data were processed using SNAP and ArcGIS software, then classified using the Maximum Likelihood method based on GLCM texture and speckle divergence. The results of the backscattering data processing show that the extent of urban areas increased from 24,846 hectares in 2016 to 27,011 hectares in 2022. Meanwhile, the results of the coherence analysis indicate that areas with very high coherence values—indicative of hard surfaces or permanent built-up areas—increased from 11,365 hectares in 2019 to 11,791 hectares in 2024. Classification validation was carried out for the backscattering method using high-resolution imagery from Google Earth Pro. The coherence method was used as a visual interpretation complement to observe the stability of land cover changes. The final results show a trend of urban area growth toward the western and eastern parts of the city. This study is expected to provide insights that support spatial planning policies and the management of sustainable urban development.
