Abstract

The distribution of goods in rural areas presents several challenges, such as inefficient delivery routes, unbalanced workload among sales representatives, and high operational costs. To address these issues, this study proposes an optimization model using the Cluster First Route Second (CFRS) approach, implemented in Visual Basic for Applications (VBA) Excel, to improve the performance of rural logistics networks. The model consists of two stages: (1) clustering delivery points using Nearest Neighbor Clustering to define structured regional zones, and (2) determining the optimal visit sequence within each cluster using the Traveling Salesman Problem (TSP) with a Nearest Neighbor heuristic. The simulation was conducted across six scenarios, with the 5th scenario emerging as the best-performing alternative. Compared to the company’s manual route planning (existing condition), the optimized scenario achieved a 2.86% increase in average working time, a 52.11% increase in time utilization, a 6.80% reduction in travel distance, a 33.33% reduction in delivery costs, and a 56.57% decrease in non-utilized time. The model also demonstrated robustness under parameter changes, including variations in the number of customers and service time. These findings indicate that the proposed CFRS model can significantly improve operational efficiency, balance workload distribution, and reduce logistics costs in rural distribution systems. This approach is expected to support more effective supply chain operations in micro-distribution settings.
