Abstract
Peternakan Sapi di Sidotopo Wetan, Surabaya belum memiliki sistem pengolahan air limbah. Sejalan dengan program Smart Health City Surabaya, penelitian ini merancang Instalasi Pengolahan Air Limbah (IPAL) berbasis konsep One Health. Tujuan perencanaan ini adalah mendesain IPAL yang memenuhi baku mutu sekaligus menghitung biaya konstruksi meliputi BOQ, RAB, dan kelayakan investasi.
Penelitian menggunakan data primer (debit air limbah, kondisi eksisting, karakteristik limbah) dan data sekunder. Metode penelitian mencakup aspek teknis (analisis kuantitas-kualitas limbah, pemilihan teknologi pengolahan, neraca massa, desain teknis) dan aspek finansial (perhitungan BOQ, RAB, dan kelayakan finansial)
Hasil perencanaan dihasilkan sistem biofilter Anaerobik-Anoksik-Aerobik (A2O) dengan skema Bak Pengendap I, Bak Anaerob, Bak Anoksik, Bak Aerob, dan Bak Pengendap I. Keseluruhan unit memiliki tinggi bangunan 175 cm dengan lebar 60 cm. Unit Anaerob dan anoksik terdiri dari 2 kompartemen, sedangkan bak aerob memiliki 3 kompartemen. Untuk masing-masing panjang Bak Pengendap I 60 cm, Bak Anaerob 160 m, Bak Anoksik 35 cm, Bak Anaerob 70 cm, serta Bak Pengendap II 60 cm. Total estimasi biaya untuk konstruksi IPAL adalah Rp110.300.000,00. Nilai kelayakan finansial IPAL terhitung layak pada tahun ke 8 operasional dengan nilai BCR > 1 di angka 1,006, Nilai NPV Rp220.874.134,00, dan nilai IRR di angka 18%.

The cattle farm in Sidotopo Wetan, Surabaya does not yet have a wastewater treatment system. In line with the Smart Health City Surabaya program, this study designs a Wastewater Treatment Installation (IPAL) based on the One Health concept. The objective of this planning is to design an IPAL that meets quality standards as well as to calculate construction costs including Bill of Quantity (BOQ), Budget Plan (RAB), and investment feasibility.
This research uses primary data (wastewater flow rate, existing conditions, waste characteristics) and secondary data. The research methods include technical aspects (analysis of waste quantity and quality, selection of treatment technology, mass balance, technical design) and financial aspects (calculation of BOQ, RAB, and Feasibility Study).
The resulting design is an Anaerobic-Anoxic-Aerobic (A2O) biofilter system with the scheme of First Sedimentation Tank, Anaerobic Tank, Anoxic Tank, Aerobic Tank, and Second Sedimentation Tank. All units have a building height of 175 cm with a width of 60 cm. The Anaerobic and Anoxic units each consist of 2 compartments, while the Aerobic tank has 3 compartments. The lengths are as follows: First Sedimentation Tank 60 cm, Anaerobic Tank 160 cm, Anoxic Tank 35 cm, Aerobic Tank 70 cm, and Second Sedimentation Tank 60 cm. The total estimated construction cost for the IPAL is IDR 110,300,000. The IPAL construction is planned to be investment feasible, with a positive Net Present Value (NPV) in the 8th year amounting to Rp220.874.134,00, and a Benefit-Cost Ratio (BCR) of 1.006, indicating BCR > 1, thus the IPAL planning for wastewater treatment at the farm is considered feasible.
