Abstract
Klaster industri ikan di Kecamatan Gresik menghadapi tantangan struktural berupa dominasi tengkulak, keterbatasan pemahaman pelaku usaha, serta ketergantungan pada teknologi konvensional. Penelitian ini bertujuan untuk menganalisis risiko dan menyusun sistem pengukuran kinerja terintegrasi guna meningkatkan keberlanjutan dan daya saing klaster. Metode House of Risk (HoR) digunakan untuk mengidentifikasi risk event dan risk agent prioritas serta merumuskan strategi mitigasi berdasarkan tingkat keparahan, probabilitas, dan efektivitas tindakan. Sistem pengukuran kinerja dikembangkan menggunakan pendekatan Integrated Performance Measurement System (IPMS) dengan memperhatikan stakeholder requirement dan klasifikasi indikator ke dalam aspek ekonomi, sosial, teknik, dan lingkungan. Data diperoleh melalui wawancara dan validasi bersama nelayan, pengolah ikan, dan Dinas Perikanan Kabupaten Gresik. Hasil menunjukkan bahwa risk agent utama bagi seluruh stakeholder adalah rendahnya pemahaman pelaku usaha (A3). Indikator kinerja dengan bobot tertinggi berada pada aspek lingkungan (0.546), diikuti aspek ekonomi (0.208), aspek teknik (0.150), serta aspek sosial (0.096). Strategi mitigasi prioritas meliputi pemantauan lapangan secara rutin oleh penyuluh (PA1), monitoring hasil pelatihan (PA7), serta pemberian sosialisasi atau pelatihan sesuai kebutuhan dan kesiapan pelaku usaha (PA5). Penelitian ini menghasilkan dashboard integratif yang menghubungkan risiko dan kinerja serta mendukung pengambilan keputusan strategis.

The fishery industry cluster in Gresik District faces structural challenges, including middlemen dominance, limited understanding among business actors, and reliance on conventional technologies. This study aims to analyze risks and develop an integrated performance measurement system to enhance the cluster’s sustainability and competitiveness. The House of Risk (HoR) method is employed to identify priority risk events and risk agents, as well as to formulate mitigation strategies based on severity, probability, and effectiveness of actions. The performance measurement system is developed using the Integrated Performance Measurement System (IPMS) approach by incorporating stakeholder requirements and classifying indicators into economic, social, technical, and environmental aspects. Data are collected through interviews and validation with fishermen, fish processors, and the Gresik District Fisheries Office. Results indicate that the main risk agent across all stakeholders is the limited understanding of business actors (A3). The highest-weighted performance indicators fall under the environmental aspect (0.546), followed by economic (0.208), technical (0.150), and social aspects (0.096). Priority mitigation strategies include regular field monitoring by extension officers (PA1), evaluation of training outcomes (PA7), and the provision of tailored socialization or training programs based on the needs and readiness of business actors (PA5). This study produces an integrative dashboard that links risks and performance, providing strategic decision-making support.
