Abstract

PT. Pertamina RU-VI Balongan merupakan salah satu dari tujuh Refinery Unit yang kegiatan bisnis utamanya adalah mengolah minyak mentah menjadi BBM (Bahan Bakar Minyak), non BBM, dan kebutuhan petrokimia lainnya. Sistem kelistrikan di PT. Pertamina RU-VI Balongan memiliki sistem yang sangat kompleks. Perubahan demi perubahan dilakukan demi meningkatkan keandalan sistem ketika terjadi gangguan. Untuk menjaga kestabilan dan kontinuitas sistem kelistrikan guna memenuhi kebutuhan daya beban, PT. Pertamina RU-VI Balongan ditunjang dengan 5-unit pembangkit Steam Turbin Generator (STG). Demi meningkatkan keandalan pasokan listrik agar produksi minyak di PT. Pertamina RU-Balongan tetap terjaga dan semakin naik, maka PT. Pertamina RU-Balongan melakukan integrasi daya bersama PLN. Hal ini menimbulkan beberapa permasalahan baru salah satunya kestabilan transien pada sistem jaringan kelistrikannya. Sehingga pada tugas akhir ini, akan dilakukan analisis kestabilan transien akibat integrasi daya oleh PLN, kemudian akan dilakukan
perancangan mekanisme pelepasan beban (load shedding) agar sistem mampu mempertahankan kestabilan dan kontinuitas aliran daya tetap terjaga. Tujuan dilakukannya tugas akhir ini adalah untuk mengetahui lokasi beban yang akan dilepas secara tepat, sehingga dapat memperbaiki frekuensi dan tegangan seefektif mungkin sesuai dengan standar ANSI/IEEE C37. 106-1987 akibat adanya perubahan sistem yang di integrasi dengan PLN.

PT Pertamina RU-VI Balongan is one of the seven Refinery Units whose main business activity is to process crude oil into BBM (Fuel Oil), non-BBM, and other petrochemical needs. The electricity system at PT Pertamina RU-VI Balongan has a very complex system. Change after change is made to improve the reliability of the system when a disturbance occurs. To maintain the stability and continuity of the electricity system to meet load power requirements, PT Pertamina RU-VI Balongan is supported by a 5-unit Steam Turbine Generator (STG). To improve the reliability of electricity supply so that oil production at PT Pertamina RU-Balongan is maintained and increasing, PT Pertamina RU-Balongan integrates power with PLN. This raises several new problems, one of which is transien stability in the electrical network system. So that in this final project, a transien stability analysis will be carried out due to the integration of power by PLN, then a load shedding mechanism will be designed so that the system is able to maintain stability and power flow continuity is maintained. The purpose of this final project is to determine the exact location of the load to be released, to improve the frequency and voltage as effectively as possible in accordance with the ANSI / IEEE C37 standard. 106-1987 due to changes in the system integrated with PLN.
