Abstract
Transformasi digital di PT PLN (Persero) menuntut peningkatan efisiensi penghapusan Aset Tetap Tidak Beroperasi (ATTB), karena proses manual sebelumnya sering terhambat oleh ketidaksesuaian data, visibilitas rendah, dan waktu penyelesaian hingga lima tahun. Merespon hal tersebut PLN mengembangkan aplikasi web Sistem Informasi dan Monitoring Penghapusan Aset (SIMPUS), aplikasi berbasis web yang digunakan sebagai sistem informasi penghapusan aktiva tetap tidak beroperasi yang terintegrasi dengan SAP. Meskipun pilot project SIMPUS 1.0 berhasil mempercepat penyelesaian menjadi hitungan bulan dan meningkatkan realisasi penghapusan, pra‑survei mengungkap resistansi pengguna akibat antarmuka yang kompleks dan kendala teknis. Penelitian ini mengombinasikan Technology Acceptance Model 2 (TAM2) dan Quality Function Deployment (QFD) melalui dua tahap utama. Tahap pertama menerapkan pendekatan sensus dalam pengumpulan data, di mana kuesioner daring disebarkan kepada seluruh populasi pengguna aktif SIMPUS (N=610). Dari respons yang masuk, sebanyak 150 respons valid dianalisis menggunakan Structural Equation Modeling-Partial Least Squares (SEM-PLS) untuk menguji hipotesis TAM2. Tahap kedua memanfaatkan koefisien jalur hasil SEM-PLS sebagai bobot input dalam sesi House of Quality (QFD), sehingga kebutuhan pengguna dapat diprioritaskan berdasarkan pengaruhnya terhadap behavioral intention. Hasil SEM‑PLS mengonfirmasi bahwa kemudahan penggunaan dan dukungan organisasi secara signifikan mendorong niat penggunaan, sedangkan variabel Subjective Norm akhirnya dikeluarkan dari model. Hal ini mencerminkan karakteristik PLN sebagai BUMN dengan struktur formal dan hierarkis, di mana adopsi teknologi lebih dipengaruhi oleh prosedur operasional daripada tekanan sosial. Melalui QFD, empat fitur prioritas SIMPUS 2.0 terpilih: bulk upload, tanda tangan digital, penyempurnaan antarmuka (UI/UX) sesuai role, dan penyederhanaan alur verifikasi. Temuan ini memberikan landasan strategis bagi pengembangan SIMPUS 2.0 yang adaptif, user‑centric, dan efektif, serta mendukung keberhasilan transformasi digital PLN secara holistik.

Digital transformation at PT PLN (Persero) demands increased efficiency in the decommissioning of Non-Operational Fixed Assets (ATTB), as the previous manual process was frequently hindered by data discrepancies, low visibility, and completion times of up to five years. In response, PLN developed the Asset Decommissioning Information and Monitoring System (SIMPUS), a web-based application integrated with SAP to manage non-operational fixed asset removal. Although the SIMPUS 1.0 pilot project successfully accelerated completion to within months and improved decommissioning realization, a pre-survey revealed user resistance due to its complex interface and technical constraints. This study combines Technology Acceptance Model 2 (TAM2) and Quality Function Deployment (QFD) through two main stages. The first stage applied a census approach in data collection, where an online questionnaire was distributed to the entire population of active SIMPUS users (N = 610). Of the incoming responses, as many as 150 valid responses were analyzed using Structural Equation Modeling-Partial Least Squares (SEM-PLS) to test the TAM2 hypothesis. The second stage utilizes the SEM-PLS result path coefficient as input weight in the House of Quality (QFD) session, so that user needs can be prioritized based on their influence on behavioral intention. The SEM-PLS results confirmed that perceived ease of use and organizational support significantly drive behavioral intention, while the Subjective Norm variable was ultimately excluded from the model. This reflects PLN’s characteristics as a state-owned enterprise (BUMN) with a formal, hierarchical structure, where technology adoption is influenced more by operational procedures than social pressure. Through QFD, four priority features for SIMPUS 2.0 were identified: bulk upload, digital signatures, role-based UI/UX enhancements, and streamlined verification workflows. These findings provide a strategic foundation for developing an adaptive, user-centric, and effective SIMPUS 2.0, while holistically supporting PLN’s digital transformation success.
