Abstract
Penilaian Kinerja Puskesmas (PKP), menurut Peraturan Menteri Kesehatan Republik Indonesia Nomor 19 Tahun 2024, merupakan salah satu upaya dalam meningkatkan mutu pelayanan kesehatan melalui pengukuran indikator yang ditetapkan serta pemantauan terhadap pencapaian target. Namun, proses penilaian selama ini yang dilaksanakan secara manual memiliki beberapa kendala dalam hal keamanan, efisiensi, akurasi, dan integrasi data.
Penelitian ini bertujuan untuk mengembangkan Aplikasi Dashboard Kinerja PKP, yakni sebuah aplikasi berbasis web yang mengadopsi sistem PKP dan dilengkapi dengan dashboard interaktif guna menyajikan hasil capaian indikator kinerja PKP secara sistematis dan dinamis, sehingga mempermudah proses monitoring dan evaluasi capaian PKP—khususnya di Puskesmas Driyorejo Gresik.
Pengembangan dilakukan melalui tahap penggalian kebutuhan, analisis sistem dan data, perancangan dashboard kinerja sebagai alat utama monitoring dan evaluasi, hingga perancangan aplikasi. Aplikasi berhasil dibuat menggunakan CodeIgniter 4 sebagai framework, PostgreSQL sebagai basis data, dan Microsoft Power BI sebagai alat visualisasi data. Hasil pengujian menunjukkan bahwa seluruh fitur aplikasi berjalan sesuai dengan perencanaan, memiliki tampilan antarmuka yang responsif, serta dapat diakses melalui berbagai browser. Pengujian usability menggunakan metode System Usability Scale (SUS) memperoleh skor rata-rata 87, yang termasuk dalam kategori Excellent, menunjukkan bahwa aplikasi telah diterima dengan sangat baik oleh pengguna.
Dengan adanya aplikasi ini, proses monitoring dan evaluasi capaian kinerja PKP dapat dilakukan secara lebih terstruktur, efektif, dan informatif. Aplikasi ini juga berpotensi untuk direplikasi di Puskesmas lain dalam lingkup Kabupaten Gresik. Pengembangan selanjutnya disarankan untuk mencakup penyusunan panduan penggunaan, eksplorasi alat visualisasi alternatif, serta kolaborasi dengan Dinas Kesehatan guna mendorong pemanfaatan aplikasi secara lebih luas.

The Performance Assessment of Community Health Centers (PKP), according to the Regulation of the Minister of Health of the Republic of Indonesia Number 19 of 2024, is an effort to improve the quality of health services through the measurement of established indicators and the monitoring of target achievements. However, the assessment process, which has been conducted manually, still faces several challenges in terms of security, efficiency, accuracy, and data integration.
This study aims to develop the PKP Performance Dashboard Application, a web-based system that adopts the PKP framework and is equipped with an interactive dashboard to present performance indicator achievements in a systematic and dynamic manner, thereby facilitating the monitoring and evaluation process—particularly at the Driyorejo Community Health Center in Gresik.
The development process includes requirements elicitation, system and data analysis, dashboard design as the main monitoring and evaluation tool, and application implementation. The application was successfully developed using CodeIgniter 4 as the framework, PostgreSQL as the database, and Microsoft Power BI for data visualization. Testing results show that all features functioned as planned, the user interface is responsive, and the application can be accessed through various browsers. Usability testing using the System Usability Scale (SUS) method achieved an average score of 87, which falls into the Excellent category, indicating that the application was very well received by users.
With this application, the monitoring and evaluation of PKP performance achievements can be carried out in a more structured, effective, and informative manner. The application also has the potential to be replicated in other community health centers within Gresik Regency. Further development is recommended to include user guide documentation, exploration of alternative visualization tools, and collaboration with the Health Office to encourage broader adoption of the application.
