Abstract
Penyediaan air bersih yang berkualitas merupakan salah satu tantangan utama dalam pengelolaan sumber daya air, terutama di daerah perkotaan yang padat penduduk. Berdasarkan data laporan tahunan 2023 PAM Jaya, cakupan penyaluran air bersih di Jakarta baru mencapai 67,65%. Dengan demikian, masih terdapat 32,35% warga Jakarta yang belum terlayani oleh sistem penyaluran air bersih PAM Jaya. Mempertahankan kuantitas dan kualitas air yang baik menjadi tantangan terbesar PAM Jaya dalam memenuhi kebutuhan air bersih di Jakarta. Terdapat tantangan fluktuasi kualitas air Kanal Tarum Barat sebagai sumber air Baku. Berdasarkan data kekeruhan pada air produksi pada bulan februari-maret tahun 2019-2020, terdapat ketidakterpenuhan pada kualitas air produksinya. Hal tersebut disebabkan oleh fluktuasi kadar kekeruhan pada air baku yang tidak tertangani.
Dilakukan pengambilan sampel air pada 5 titik, yaitu air baku, outlet grit chamber, outlet sedimentasi, outlet filter, dan air produksi. Kemudian dilakukan uji analisis pada tiap titik sesuai dengan parameter yang diuji. Dilakukan evaluasi pada IPA Pulogadung dengan melakukan analisis kualitas air produksi untuk mengetahui ketercapaian kualitas hasil produksi IPA Pulogadung. Dilakukan analisis efisiensi unit pengolahan pada unit grit chamber, sedimentasi, filter, dan keseluruhan IPA Pulogadung. Serta dilakukan evaluasi desain unit IPA Pulogadung untuk mengetahui kesesuaian desain dengan kriteria desain pada kondisi saat ini.
Evaluasi kualitas air menunjukkan bahwa air baku IPA Pulogadung tergolong Kelas IV berdasarkan PP No. 22 Tahun 2021, sementara air hasil pengolahan sebagian besar telah memenuhi baku mutu sesuai Peraturan Menteri Kesehatan Nomor 2 Tahun 2023. Hasil evaluasi desain unit grit chamber, koagulasi, flokulasi, sedimentasi, dan filtrasi menunjukkan kesesuaian mayoritas parameter dengan kriteria desain. Namun, terdapat beberapa ketidaksesuaian spesifik, yaitu pada unit grit chamber (Overflow Rate 0,054 m/detik), unit koagulasi (G.td 12.878,06), unit flokulasi (G3 9,42/detik dan G.td3 6.049,58), unit sedimentasi (waktu detensi 4,43 jam, bilangan Froude 0,00000007, dan beban permukaan 0,67 m³/m².jam), serta unit filtrasi (kedalaman pasir 100 cm). Meskipun demikian, seluruh unit secara operasional masih mampu menghasilkan air yang memenuhi baku mutu, menunjukkan fungsinya tetap berjalan baik. Ketidaksesuaian ini menjadi pertimbangan penting untuk peningkatan keandalan sistem pengolahan dan pengembangan unit di masa mendatang.

The provision of high-quality clean water is one of the main challenges in water resource management, especially in densely populated urban areas. According to PAM Jaya's 2023 annual report, the coverage of clean water distribution in Jakarta has only reached 67.65%. Therefore, 32.35% of Jakarta’s residents are still not served by PAM Jaya’s clean water distribution system. Maintaining both the quantity and quality of water has become a significant challenge, particularly due to fluctuations in the quality of raw water sourced from the West Tarum Canal. Data from February to March 2019–2020 indicated that the turbidity levels in the treated water did not meet quality standards, largely due to untreated fluctuations in raw water turbidity.
Water samples were collected at five points: raw water, grit chamber outlet, sedimentation outlet, filter outlet, and treated water. Analytical testing was conducted at each point according to the relevant parameters. An evaluation of the Pulogadung WTP was carried out by analyzing the treated water quality to assess the achievement of the water quality standards. Efficiency analyses of the treatment units grit chamber, sedimentation, filter, and the overall WTP—were also performed. Furthermore, a design evaluation of the Pulogadung WTP units was conducted to determine their compliance with current design criteria.
The evaluation showed that IPA Pulogadung’s raw water falls under Class IV based on Government Regulation No. 22 of 2021, while the treated water mostly met the quality standards set by Minister of Health Regulation No. 2 of 2023. Most treatment units—grit chamber, coagulation, flocculation, sedimentation, and filtration—met the design criteria; however, specific deviations were observed: the grit chamber had an overflow rate of 0.054 m/s; the coagulation unit showed a G.td value of 12,878.06; the flocculation unit had G3 and G.td3 values of 9.42/s and 6,049.58, respectively; the sedimentation unit showed a detention time of 4.43 hours, a Froude number of 0.00000007, and a surface loading rate of 0.67 m³/m²·hour; and the filtration unit had a sand depth of 100 cm. Despite these discrepancies, all units were still operationally capable of producing water that meets quality standards, indicating functional performance. These findings provide important considerations for improving system reliability and planning future unit development.
