Abstract
Sektor pertanian memiliki peran yang sangat penting dalam memenuhi kebutuhan pangan masyarakat Indonesia, yang kaya akan potensi pertanian. Namun, hasil pertanian Indonesia masih belum bisa dikatakan optimal, dengan produktivitas padi mengalami penurunan dari 54,75 juta ton GKG (Gabah Kering Giling) pada tahun 2022 menjadi 53,625 juta ton GKG (Gabah Kering Giling) pada tahun 2023. Tantangan dalam daya saing produk pertanian dan pengelolaan sumber daya alam, terutama ketersediaan air irigasi, menjadi fokus utama. Penelitian ini berfokus pada Daerah Irigasi Siman Wilayah Kabupaten Kediri yang dikelola oleh BBWS Brantas, dengan luas cakupan sekitar ±23.060 ha. Mengingat perubahan ketersediaan lahan dan debit air selama musim hujan dan kemarau, diperlukan analisis optimasi pola tanam terbaru menggunakan program Water Evaluation and Planning (WEAP). WEAP adalah alat yang dirancang untuk mendukung pengelolaan dan pengembangan sumber daya air secara terpadu dan berkelanjutan. Aplikasi ini menggunakan konsep neraca air dalam operasionalnya. Tanaman yang direncanakan pada optimasi ini adalah padi, palawija, dan tebu. Data yang dipergunakan dalam optimasi ini adalah data curah hujan, data debit, dan data klimatologi pada tahun 2014 – 2024. Rata-rata monthly coverage pada kondisi normal sebelum dilakukan optimasi tercatat sebesar 70,02%. Setelah dilakukan optimasi, terjadi peningkatan monthly coverage sebesar 29,98% mencapai 100%. Pola tata tanam yang diterapkan berpotensi memberikan keuntungan sebesar Rp532.463.060.000,00 untuk alternatif 3 pada Desember 1 dengan pola tanam Padi/Palawija/Tebu-Padi/Palawija-Palawija. Nilai tersebut berasal dari hasil penjualan padi sebesar Rp143.988.000.000,00 dan hasil penjualan palawija sebesar Rp367.406.600.000,00.

The agricultural sector has a very important role in providing food for the people of Indonesia, which is rich in agricultural potential. However, Indonesia's agricultural output is still not optimal, with rice productivity decreasing from 54.75 million tons of GKG (milled dry grain) in 2022 to 53.625 million tons of GKG (milled dry grain) in 2023. Challenges in the competitiveness of agricultural products and the management of natural resources, especially the availability of irrigation water, are the main focus. This research focuses on the Siman Irrigation Area of Kediri District managed by BBWS Brantas, with a coverage area of approximately ±23,060 ha. Given the changes in land availability and water discharge during the rainy and dry seasons, it is necessary to analyze the latest cropping pattern optimization using the Water Evaluation and Planning (WEAP) program. WEAP is a tool designed to support the management and development of water resources in an integrated and sustainable manner. This application uses the concept of water balance in its operation. The crops planned in this optimization are rice, secondary crops, and sugarcane. The data used in this optimization are rainfall data, discharge data, and climatology data in 2014 - 2024. The average monthly coverage under normal conditions before optimization was recorded at 70,02%. After optimization, there was an increase in monthly coverage by 29.98% to reach 100%. The applied cropping pattern has the potential to provide a profit of Rp532,463,060,000.00 for alternative 3 on December 1 with a planting pattern of Paddy/Crops/Cane-Paddy/Crops-Crops. The value comes from the sales of rice amounting to Rp143,988,000,000.00 and the sales of secondary crops amounting to Rp367,406,600,000.00.
