Abstract
Pembangunan Gedung Kuliah Terpadu 8 lantai di Surabaya bertujuan meningkatkan kualitas pendidikan tinggi di Indonesia. Namun, biaya pembangunan per m2 lebih tinggi dibandingkan Analisis Standar Biaya (ASB) Pemerintah Provinsi Jawa Timur Tahun 2023 untuk gedung negara tidak sederhana maupun proyek sejenis lainnya. Oleh karena itu, penelitian ini menerapkan metode rekayasa nilai (value engineering) untuk mengidentifikasi dan menghilangkan biaya yang tidak perlu serta memberikan alternatif desain yang lebih efisien tanpa mengurangi fungsi utama bangunan. Sesuai dengan Peraturan Menteri PUPR No. 22/PRT/M/2018, value engineering diwajibkan untuk kegiatan pembangunan dengan luas bangunan diatas 12.000 m2 atau diatas 8 lantai. Penelitian dilakukan melalui empat tahap utama: informasi, kreatif, analisis, dan rekomendasi. Identifikasi pekerjaan berbiaya tinggi dilakukan dengan breakdown cost model dan analisis Pareto, sedangkan identifikasi biaya tidak perlu dilakukan menggunakan analisis fungsi. Alternatif desain dikembangkan melalui studi literatur dan wawancara, lalu dievaluasi menggunakan pendekatan Value-Based Decision (VBD) dengan menggabungkan metode Analytical Hierarchy Process (AHP) dan Life Cycle Cost (LCC). Nilai fungsi diperoleh dari pembobotan kriteria menggunakan AHP berdasarkan kuesioner, sementara nilai biaya dihitung menggunakan LCC yang kemudian diskalakan dan dibobotkan kembali dengan AHP. Rasio nilai fungsi terhadap biaya digunakan sebagai dasar pemilihan alternatif terbaik. Hasil penelitian menunjukkan bahwa item pekerjaan yang menjadi fokus rekayasa nilai adalah facade dan dinding, yang terdiri dari dinding kamar mandi dan dinding interior. Rekomendasi alternatif terbaik berdasarkan metode VBD meliputi penggunaan kaca bening berlapis film pada dinding batako dengan aluminium louvre untuk facade, fibre cement board dengan lapisan waterproofing dan sambungan sealant untuk dinding kamar mandi, serta bata ringan untuk dinding interior. Total optimasi biaya yang diperoleh dari penerapan rekayasa nilai ini adalah sebesar Rp 2.375.453.027,89 atau 4,34% dari total nilai kontrak.

The construction of an 8-story Integrated College Building in Surabaya aims to enhance the quality of higher education in Indonesia. However, the construction cost per square meter exceeds the 2023 Standard Cost Analysis (ASB) issued by the East Java Provincial Government for non-simple state buildings and similar reference projects. Therefore, this study applies the value engineering method to identify and eliminate unnecessary costs and propose more efficient design alternatives without reducing the building’s main functions. According to Regulation of the Ministry of PUPR No. 22/PRT/M/2018, value engineering is mandatory for projects with a building area over 12,000 m² or more than 8 floors. This research was conducted through four main phases: information, creative, analysis, and recommendation. High-cost items were identified through a breakdown cost model and Pareto analysis, while unnecessary costs were identified using functional analysis. Design alternatives were developed through literature review and interviews, and then evaluated using a Value-Based Decision (VBD) approach by integrating the Analytical Hierarchy Process (AHP) and Life Cycle Cost (LCC) methods. Functional value was derived from AHP-based weighting using questionnaire data, while cost values were calculated using LCC, then scaled and reweighted through AHP. The ratio of function to cost was used as the basis for selecting the best alternative. The results indicate that facade and wall items—including bathroom and interior walls—are the primary focus of value engineering. The best design alternatives based on the VBD method include the use of clear glass with film on brick walls combined with aluminium louvre for the facade, fibre cement board with waterproofing layer and sealant joints for bathroom walls, and lightweight concrete blocks for interior walls. The total cost optimization achieved through this value engineering effort amounts to IDR 2,375,453,027.89, or 4.34% of contract value.
