Abstract

One of the biggest challenges in Indonesia's remote, outermost, and frontier (3T) areas is the limited access to information and communication technology (ICT) infrastructure, which has a significant impact on education, the economy, and the community's technological proficiency. The Solution for Remote Area Services (S4RAS) is a local server-based system that provides a Learning Management System (LMS), VoIP, and IPTV services to address this gap. The goal of this research is to design and build an integrated monitoring management system to ensure that S4RAS infrastructure and devices operate optimally and reliably. The monitoring system was implemented on a Dell PowerEdge R630 server virtualized with Proxmox, utilizing Prometheus for metric collection and Grafana for the dashboard visualization platform. The system was tested using load testing with Apache JMeter on the Moodle (LMS) service under scenarios of 25 and 50 concurrent users, and an alerting system was configured using a Telegram bot. The results show that the Grafana dashboard successfully visualized the impact of the load in real-time and identified the CPU as the primary bottleneck, with utilization reaching nearly 100% under a 50-user load. Conversely, memory and disk resources remained stable. The alerting system was also successfully tested, delivering notifications to Telegram when the CPU threshold was breached. This research has successfully produced a functional monitoring system capable of accurately diagnosing performance issues, providing a clear basis for future infrastructure scaling recommendations for S4RAS.
