Abstract
Secara global, Compounded Annual Growth Rate (CAGR) industri jasa konsultan Perencanaan Wilayah Kota (PWK) meningkat pesat, yaitu sebesar 6,8% per tahun. Selain itu, terdapat lebih dari 200 Proyek Strategis Nasional (PSN) dan meningkatnya urbanisasi selama 10 dekade terakhir yang menjadi peluang besar pada industri ini. PT XYZ menjadi salah satu perusahaan jasa konsultan PWK yang sedang mengalami peningkatan omzet selama 5 tahun terakhir. Kenaikan omzet selama 5 tahun terakhir belum mampu menjadikan PT XYZ mencapai visi jangka panjangnya. Hal tersebut karena pangsa pasar PT XYZ yang hanya di lingkup Jawa Timur. Padahal visi PT XYZ adalah menjadi perusahaan konsultan PWK berbasis spasial yang bertaraf nasional dan berdaya saing tinggi, sehingga PT XYZ ingin memperluas pasarnya dan memaksimalkan potensi pertumbuhan yang ada. Oleh karena itu, adanya penelitian ini ditujukan untuk merumuskan strategi bisnis beserta sistem pengukuran kinerja pada PT XYZ agar dapat menghadapi dinamika pasar dan meraih peluang pertumbuhan. Pendekatan studi kasus yang diterapkan pada penelitian ini adalah metode kualitatif dan kuantitatif yang mencakup tahap wawancara atau FGD dengan stakeholder perusahaan dan pencarian data sekunder beserta tren industri terkini. Perumusan strategi dilakukan dengan menggunakan tiga tahapan diantaranya input stage, matching stage, dan decision stage termasuk metode Quantitative Strategic Planning Matrix (QSPM). Tahapan perumusan strategi menunjukkan PT XYZ berada dalam posisi grow and build dan menghasilkan 7 alternatif strategi pada kelompok strategi market penetration yang menjadi prioritas. Sistem pengukuran kinerja yang dirancang menggunakan Balanced Scorecard, menghasilkan 12 sasaran strategi dan 21 Key Performance Indicators (KPI) beserta properties-nya. Selain itu, telah dirancang pula dashboard monitoring menggunakan Microsoft. Excel yang tersusun atas 4 sheet yang saling terintegrasi, sehingga dapat membantu stakeholder dalam me-monitor, mengevaluasi, dan merumuskan kebijakan untuk merespon hasil kinerja perusahaan.

Globally, the Compounded Annual Growth Rate (CAGR) of the Urban Regional Planning (URP) consulting services industry is increasing rapidly, at 6.8% per year. In addition, there are more than 200 National Strategic Projects (PSN) and increasing urbanization over the past 10 decades which are great opportunities in this industry. PT XYZ is one of the PWK consulting service companies that is experiencing an increase in turnover over the past 5 years. The increase in turnover over the past 5 years has not been able to make PT XYZ achieve its long-term vision. This is because PT XYZ's market share is only within the scope of East Java. Whereas PT XYZ's vision is to become a nationally standardized and highly competitive spatial-based PWK consulting company, so PT XYZ wants to expand its market and maximize existing growth potential. Therefore, this research aims to formulate a business strategy along with a performance measurement system at PT XYZ in order to face market dynamics and seize growth opportunities. The case study approach applied in this research is a qualitative and quantitative method that includes interviews or FGDs with company stakeholders and secondary data searches along with the latest industry trends. Strategy formulation is carried out using three stages including input stage, matching stage, and decision stage including the Quantitative Strategic Planning Matrix (QSPM) method. The strategy formulation stages show that PT XYZ is in a grow and build position and produces 7 alternative strategies in the market penetration strategy group which are prioritized. The performance measurement system is designed using the Balanced Scorecard, resulting in 12 strategic goals and 21 Key Performance Indicators (KPIs) and their properties. In addition, a monitoring dashboard has also been designed using Microsoft. Excel which is composed of 4 sheets that are integrated with each other, so that it can help stakeholders in monitoring, evaluating, and formulating policies to respond to company performance results.
