Abstract

Penelitian ini merancang sistem Distributed High Voltage Shore Connection (HVSC) di Pelabuhan Tanjung Benoa untuk mendukung kebutuhan kelistrikan kapal cruise secara efisien dan ramah lingkungan. Rancangan disusun berdasarkan standar IEEE 80005-1 dengan spesifikasi tegangan 11.000 Volt dan frekuensi 60 Hz, menggunakan komponen utama seperti Grid PLN 24 MVA, transformator step-down dan step-up 16–16,5 MVA, konverter AC/AC 16 MVA, kabel berkapasitas hingga 20 kV, serta crane operasional. Sistem ini mampu menyuplai total daya 15 MW dengan konfigurasi suplai 11 MW untuk masing-masing dermaga. Uji kelayakan teknis menggunakan aplikasi analisis kelistrikan menunjukkan perlunya penyesuaian kabel dan penambahan kapasitor bank sebesar 750 kVAR per dermaga serta 30 kVAR untuk memastikan agar kualitas kelistrikan operasional pelabuhan memenuhi standard. Secara ekonomi, proyek membutuhkan investasi awal sebesar Rp47,1 miliar dan biaya operasional Rp16,05 miliar pada tahun 2024. Hasil analisis ekonomi menggunakan metode Net Present Value (NPV) dan Benefit Cost Ratio (BCR) menunjukkan kelayakan proyek dengan nilai NPV positif setelah 20 tahun dan BCR di atas 1,0. Dengan demikian, rancangan sistem Distributed HVSC ini dinyatakan layak secara teknis dan ekonomis untuk diimplementasikan di Pelabuhan Tanjung Benoa sebagai solusi kelistrikan berkelanjutan.

This study presents the design of a Distributed High Voltage Shore Connection (HVSC) system for Tanjung Benoa Port to support the electrical needs of cruise ships in an efficient and environmentally friendly manner. The system is designed in accordance with IEEE 80005-1 standards, utilizing a voltage level of 11,000 Volts at a frequency of 60 Hz. Key components include a 24 MVA grid supply from PLN, 16–16.5 MVA step-down and step-up transformers, a 16 MVA AC/AC converter, high-voltage cables rated up to 20 kV, and operational cranes. The system is capable of supplying up to 15 MW of total power, with 11 MW allocated per berth. Technical feasibility testing using software indicated the need for cable adjustments and the addition of 750 kVAR capacitor banks for each berth and 30 kVAR for the port’s operational electrical systems. Economically, the project requires an initial investment of IDR 47.1 billion and operational costs of IDR 16.05 billion in 2024. Financial analysis using the Net Present Value (NPV) and Benefit Cost Ratio (BCR) methods resulted in a positive NPV after 20 years and a BCR greater than 1.0. Therefore, the proposed Distributed HVSC system is deemed technically and economically feasible for implementation at Tanjung Benoa Port as part of a sustainable port infrastructure initiative.
