Abstract

Taman kota merupakan ruang terbuka publik yang memiliki peran penting dalam mendukung kualitas hidup masyarakat. Namun, hasil survei Most Livable City Index (MLCI) oleh IAP tahun 2022 menunjukkan bahwa indeks livability pada aspek fasilitas taman di Kota Pontianak masih berada di bawah rata-rata nasional. Salah satu ruang terbuka publik yang mencerminkan kondisi tersebut adalah kawasan Taman Akcaya. Meskipun terletak di lokasi strategis, kawasan ini masih menghadapi berbagai permasalahan terkait kualitas fasilitas dan pemanfaatannya. Oleh karena itu, diperlukan penilaian tingkat livability sebagai bentuk evaluasi sejauh mana ruang terbuka publik telah memenuhi kebutuhan masyarakat. Penelitian ini bertujuan untuk mengetahui tingkat livability pada ruang terbuka publik kawasan Taman Akcaya, Kota Pontianak berdasarkan persepsi masyarakat. Pendekatan yang digunakan adalah mixed method. Penentuan indikator dilakukan dengan metode Delphi bersama 4 narasumber ahli, yang menghasilkan 24 indikator dalam lima variabel utama. Pengukuran persepsi masyarakat dilakukan terhadap 100 responden yang dipilih secara purposive sampling, dengan analisis menggunakan skala Likert, skoring, dan normalisasi berdasarkan standar livability AARP. Hasil penelitian menunjukkan bahwa kawasan Taman Akcaya memiliki tingkat livability pada kategori above average dengan skor 57,37. Empat variabel dinilai telah memenuhi standar livability AARP, yaitu kenyamanan, aksesibilitas, fungsionalitas, dan sosiabilitas, dengan total 15 indikator. Namun, variabel keamanan belum memenuhi standar livable, khususnya pada fasilitas keamanan dan penjagaan serta fasilitas penerangan. Selain itu, fasilitas toilet umum, keindahan visual, dan jalur ramah bagi penyandang disabilitas dan orang lanjut usia juga belum tergolong livable. Temuan ini menunjukkan perlunya peningkatan kualitas pada aspek-aspek tersebut agar kawasan Taman Akcaya dapat memenuhi fungsinya dengan lebih optimal.

The urban parks served as essential public open spaces that contributed to improving the livability for communities. However, the Most Livable City Index (MLCI) survey by the IAP in 2022 showed that the livability index for park facilities in Pontianak was still below the national average. One open public space that reflected this condition was the Akcaya Park area. Although it was strategically located, the park area faced several issues related to the quality and usage of its facilities. Therefore, a livability assessment was needed to evaluate how well this public space met the needs of the community. This study aimed to assess the livability level of the Akcaya Park area based on public perception. A mixed-method approach was applied, with indicators selected through the Delphi method involving four expert respondents. This process resulted in 24 indicators grouped under five main variables. Perceptions were collected from 100 purposely selected respondents and analysed using Likert scale, scoring, and normalization based on AARP livability standards. The findings indicated that the Akcaya Park area fell into the “above average” livability category, with a score of 57,37. Four variables, including comfort, accessibility, functionality, and sociability, met the livability standards, covering 15 indicators in total. However, the safety variable did not meet the standards, particularly in terms of security facilities and lighting. In addition, the availability of public toilets, visual appeal, and inclusive pathways for people with disabilities and the elderly were also considered inadequate. These findings highlight the need of improvement in those aspects in order to optimize the function of the area.
