Abstract
Selama dekade terakhir, pengelolaan risiko banjir dengan pendekatan kota pintar telah menjadi alternatif strategis dalam memperkuat ketahanan kota terhadap bencana hidrometeorologi. Selain teknologi, partisipasi multipihak, termasuk masyarakat, menjadi elemen kunci dalam optimasi pengelolaan risiko banjir cerdas Kota Surabaya, dengan risiko tinggi terhadap bencana banjir genangan pada musim
hujan, menghadapi tantangan besar meskipun telah memiliki dokumen Surabaya Drainage Master Plan (SDMP) 2018–2038 sebagai acuan. Tantangan tersebut meliputi lemahnya penerapan konsep smart city dalam penanganan banjir, rendahnya partisipasi publik, serta berbagai kritik terhadap sistem pengelolaan bencana yang ada. Tujuan dari penelitian ini adalah menyusun roadmap pengelolaan banjir partisipatif berbasis smart flood risk management, dengan tiga sasaran utama: 1) mengevaluasi implementasi smart flood risk management di Kota Surabaya menggunakan metode content analysis melalui wawancara mendalam; 2) mengidentifikasi hambatan dan permasalahan menggunakan metode content
analysis dan MICMAC; 3) menyusun roadmap berdasarkan hasil evaluasi dan referensi kebijakan maupun best practices. Hasil studi menunjukkan bahwa pengelolaan banjir di Surabaya berada pada tingkat kematangan level 2, dengan variasi partisipasi masyarakat mulai dari sekadar dilibatkan hingga menjadi mitra. Ditemukan sepuluh isu utama, dengan isu kebijakan sebagai prioritas utama karena dampaknya yang signifikan. Peta jalan yang disusun mengacu pada rencana
pembangunan kota dan menargetkan pencapaian level 3 secara bertahap, dengan penjadwalan sesuai tingkat urgensi. Rekomendasi kebijakan dan rencana tindak lanjut dirancang agar selaras dengan kebijakan nasional dan praktik terbaik,
sehingga dapat diimplementasikan secara efektif dan berkelanjutan

Over the past decade, flood risk management through smart city approaches has emerged as a strategic alternative for strengthening urban resilience against hydrometeorological disasters. Beyond technological advancements, multi-stakeholder participationincluding community involvement plays a vital role in optimizing smart flood risk management. Surabaya, a city facing high risk of flood inundation during the rainy season, continues to experience major challenges despite the existence of the Surabaya Drainage Master Plan (SDMP) 2018–2038 as a guiding document. These challenges include the weak implementation of smart city principles in flood control, low levels of public participation, and criticism of the existing disaster management system. This study aims to develop a participatory flood management roadmap based on a smart flood risk management framework. It focuses on three main objectives: 1) Evaluating the current implementation of smart flood risk management in Surabaya through content analysis of in-depth interviews; 2) Identifying key barriers and challenges using content analysis and the MICMAC method; 3) Formulating a roadmap based on the evaluation results and relevant policy references, including best practices. The findings indicate that Surabaya's flood management system is currently at a maturity level of 2, with public participation ranging from token involvement to active partnerships. Ten major issues were identified, with policy direction emerging as the top priority due to its significant impact. The proposed roadmap is aligned with the city’s development plans and targets a realistic progression to level 3, with an implementation schedule based on the urgency of each issue. Policy recommendations and action plans are designed to be in line with national policies and established best practices to ensure effective and sustainable implementation
