Abstract
Pembangunan Jalan Tol Probolinggo–Banyuwangi merupakan bagian dari Proyek Strategis Nasional (PSN) yang bertujuan untuk meningkatkan konektivitas dan efisiensi distribusi antarwilayah di Jawa Timur. Pada tahap II, trase jalan tol direncanakan melintasi kawasan Taman Nasional Baluran yang merupakan kawasan konservasi, sehingga menimbulkan tantangan dari sisi teknis, biaya, dan keberlanjutan lingkungan. Penelitian ini bertujuan untuk merancang trase alternatif jalan tol pada ruas Besuki–Ketapang, tepatnya dari STA 104+856 hingga STA 142+309. Rancangan ini mendukung prinsip pembangunan berkelanjutan sebagaimana tercantum dalam Sustainable Development Goals (SDGs) poin 8 (pertumbuhan ekonomi), poin 9 (infrastruktur inovatif dan berkelanjutan), dan poin 15 (perlindungan ekosistem darat). Metodologi penelitian meliputi pengumpulan data topografi, lalu lintas, dan tanah dasar, serta data harga satuan berdasarkan HSPK Jawa Timur tahun 2023. Perencanaan geometrik dilakukan mengacu pada Pedoman Desain Geometrik Jalan tahun 2021 dan Standar Geometri Jalan Bebas Hambatan tahun 2009 yang meliputi alinyemen horizontal dan vertikal. Perencanaan perkerasan kaku dilakukan berdasarkan jumlah lalu lintas harian (LHR) dan mengikuti Manual Desain Perkerasan Jalan (MDP) 2024. Perhitungan RAB dilakukan berdasarkan analisis Work Breakdown Structure (WBS) dan perhitungan volume pekerjaan material dan mengacu pada Harga Satuan Pokok Kegiatan (HSPK) Provinsi Jawa Timur tahun 2023. Hasil perencanaan menunjukkan bahwa trase alternatif yang dirancang ulang memiliki panjang 33,650 km dengan menggunakan perkerasan kaku tipe Jointed Plain Concrete Pavement (JPCP) dengan tebal 340 mm dengan umur rencana 40 tahun. Trase jalan tol alternatif dapat dibangun dengan biaya material sebesar Rp. 4.840.686.574.651.

The construction of the Probolinggo–Banyuwangi Toll Road is part of the National Strategic Project (NSP) aimed at improving interregional connectivity and distribution efficiency across East Java. In Phase II, the planned alignment passes through Baluran National Park, a designated conservation area, which presents significant technical, financial, and environmental sustainability challenges. This study aims to propose an alternative alignment for the toll road segment between Besuki and Ketapang, specifically from STA 104+856 to STA 142+309. The proposed design aligns with the principles of sustainable development, particularly Sustainable Development Goals (SDGs) 8 (decent work and economic growth), 9 (industry, innovation, and infrastructure), and 15 (life on land). The methodology includes the collection and analysis of topographical, traffic, and subgrade data, as well as unit price data based on the 2023 East Java Regional Standard Unit Prices (HSPK). Geometric design is carried out in accordance with the Pedoman Desain Geometrik Jalan tahun 2021 and Standar Geometri Jalan Bebas Hambatan tahun 2009, covering both horizontal and vertical alignment planning. Rigid pavement design is based on estimated average daily traffic and follows the Manual Desain Perkerasan Jalan tahun 2024. Cost estimation is conducted using a Work Breakdown Structure (WBS) approach and volume calculation of construction materials. The results indicate that the redesigned alternative alignment spans 33,650 km, utilizing Jointed Plain Concrete Pavement (JPCP) with a thickness of 340 mm and a design life of 40 years. The proposed alignment is technically and economically feasible, with a total material cost of IDR 4,840,686,574,651.
