Abstract

Occupational Health and Safety (OHS) is a fundamental aspect of the construction industry aimed at protecting workers from potential accidents during project execution. This study focuses on the implementation of OHS within the construction of the eight-story Primaya Hospital building in Makassar. The primary objective of the research is to evaluate the effectiveness of OHS implementation, identify the influencing factors, and determine the key contributors that significantly affect its success. Data collection was conducted through interviews and the distribution of questionnaires to project managers, OHS managers, and site personnel directly involved in construction activities. To assess the implementation level of the Occupational Health and Safety Management System (OHSMS), direct field observations were carried out along with a review of relevant safety documentation. A multiple regression analysis was employed to identify and analyze the factors influencing the effectiveness of OHSMS implementation. The analysis revealed that the project has applied the OHSMS in a highly effective and consistent manner, as reflected by an evaluation score of 85.69%. Furthermore, the regression model yielded a coefficient of determination (R²) of 0.859, indicating that 85.9% of the variability in OHSMS implementation effectiveness can be explained by the independent variables examined in this study. The analysis identified nine significant variables grouped into three main factors. The first factor, organizational and management support (X1), includes management commitment (X1.1), regulatory compliance and law enforcement (X1.2), and financial resources and budget allocation (X1.3). The second factor, human resources and safety culture (X2), comprises worker training and competency (X2.1), safety culture and awareness (X2.2), and communication and worker engagement (X2.3). The third factor, site safety performance (X3), involves the use of safety technology and innovation (X3.1), project complexity and worksite conditions (X3.2), and subcontractor safety performance (X3.3). All of these variables were found to have a significant influence on the success of OHSMS implementation in the Primaya Hospital construction project.

Keselamatan dan Kesehatan Kerja (K3) merupakan aspek fundamental dalam industri konstruksi yang bertujuan untuk melindungi tenaga kerja dari potensi kecelakaan selama pelaksanaan proyek. Penelitian ini difokuskan pada penerapan K3 dalam proyek pembangunan gedung Rumah Sakit Primaya setinggi delapan lantai di Makassar. Tujuan utama dari penelitian ini adalah untuk mengevaluasi efektivitas penerapan K3, mengidentifikasi faktor-faktor yang memengaruhi, serta menentukan variabel-variabel kunci yang secara signifikan berdampak terhadap keberhasilannya. Pengumpulan data dilakukan melalui wawancara dan penyebaran kuesioner kepada manajer proyek, manajer K3, dan personel lapangan yang terlibat langsung dalam aktivitas konstruksi. Untuk menilai tingkat penerapan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3), dilakukan observasi langsung di lapangan serta peninjauan terhadap dokumen-dokumen keselamatan yang relevan. Metode analisis regresi berganda digunakan untuk mengidentifikasi dan menganalisis faktor-faktor yang memengaruhi efektivitas penerapan SMK3. Hasil analisis menunjukkan bahwa proyek telah menerapkan SMK3 secara efektif dan konsisten, sebagaimana tercermin dari nilai evaluasi sebesar 85,69%. Selain itu, model regresi yang dihasilkan memiliki nilai koefisien determinasi (R²) sebesar 0,859, yang berarti bahwa sebesar 85,9% variasi efektivitas penerapan SMK3 dapat dijelaskan oleh variabel-variabel independen yang diteliti. Analisis ini mengidentifikasi sembilan faktor signifikan yang dikelompokkan ke dalam tiga kategori utama. Kategori pertama, dukungan organisasi dan manajemen (X1), meliputi komitmen manajemen (X1.1), kepatuhan terhadap regulasi dan penegakan hukum (X1.2), serta sumber daya keuangan dan alokasi anggaran (X1.3). Kategori kedua, sumber daya manusia dan budaya keselamatan (X2), mencakup pelatihan dan kompetensi pekerja (X2.1), budaya dan kesadaran keselamatan (X2.2), serta komunikasi dan keterlibatan pekerja (X2.3). Kategori ketiga, kinerja keselamatan proyek (X3), terdiri atas penggunaan teknologi dan inovasi keselamatan (X3.1), kompleksitas proyek dan kondisi lokasi kerja (X3.2), serta kinerja keselamatan subkontraktor (X3.3). Seluruh variabel tersebut terbukti berpengaruh signifikan terhadap keberhasilan penerapan SMK3 dalam proyek pembangunan Rumah Sakit Primaya di Makassar.
