Abstract

Banjir merupakan salah satu isu utama di wilayah perkotaan seperti Surabaya, yang diperparah oleh cuaca ekstrem dan perubahan tata ruang. Meskipun pembangunan infrastruktur fisik seperti rumah pompa terus dilakukan, pemantauan dan koordinasi operasional yang masih manual dan terdesentralisasi menjadi tantangan utama, menyebabkan risiko keterlambatan dalam mitigasi banjir. Penelitian ini bertujuan untuk mengembangkan sebuah website pemantauan rumah pompa berbasis Sistem Informasi Geografis (SIG) untuk memusatkan data operasional dan meningkatkan partisipasi publik dalam mitigasi banjir di Surabaya. Pengembangan sistem ini menggunakan metodologi Waterfall dan dibangun dengan arsitektur monolit modern menggunakan teknologi Laravel dan Vue.js. Website yang dihasilkan memiliki beberapa fungsionalitas utama yang terbagi berdasarkan tiga peran pengguna: Administrator, Petugas, dan Masyarakat. Fitur inti sistem mencakup dasbor pemantauan real-time, visualisasi data historis dan geografis (SIG) lokasi serta status rumah pompa, sistem notifikasi otomatis berbasis ambang batas ketinggian air dan prakiraan cuaca, serta manajemen data master. Untuk mendorong partisipasi publik, sistem dilengkapi dengan fitur pelaporan masalah oleh masyarakat dan modul konten edukasi mengenai mitigasi banjir. Hasil pengujian black-box menunjukkan bahwa seluruh fungsionalitas yang dikembangkan, termasuk kontrol akses berbasis peran, alur pelaporan publik, dan notifikasi peringatan, berjalan sesuai dengan yang diharapkan dan berhasil divalidasi 100%. Sistem ini berhasil menyediakan platform terpusat yang tidak hanya memudahkan pemantauan bagi pihak berwenang tetapi juga membuka kanal untuk keterlibatan aktif masyarakat, yang diharapkan dapat meningkatkan respons dan efektivitas mitigasi banjir secara keseluruhan.

Flooding is a major issue in urban areas like Surabaya, exacerbated by extreme weather and spatial changes. Although the development of physical infrastructure such as pump houses continues, monitoring and operational coordination, which are still manual and decentralized, pose a major challenge, leading to the risk of delays in flood mitigation. This research aims to develop a Geographic Information System (GIS)-based pump house monitoring website to centralize operational data and increase public participation in flood mitigation in Surabaya. The system was developed using the Waterfall methodology and built with a modern monolithic architecture using Laravel and Vue.js technologies. The resulting website has several main functionalities divided based on three user roles: Administrator, Officer, and Public. The core features of the system include a real-time monitoring dashboard, visualization of historical and geographic (GIS) data on the location and status of pump houses, an automated notification system based on water level thresholds and weather forecasts, and master data management. To encourage public participation, the system is equipped with a public problem reporting feature and an educational content module on flood mitigation. The results of black-box testing show that all developed functionalities, including role-based access control, public reporting workflows, and warning notifications, performed as expected and were 100% successfully validated. This system successfully provides a centralized platform that not only facilitates monitoring for authorities but also opens a channel for active community involvement, which is expected to improve the overall response and effectiveness of flood mitigation.
