Abstract

Pengembangan transportasi sungai di Indonesia masih mengalami banyak kendala, termasuk di Surabaya. Sebagai kota pelabuhan terbesar pada abad-19, Surabaya memiliki potensi besar untuk pengembangan transportasi sungai (Inland Waterway Transportation). Pemerintah Kota Surabaya juga telah memberikan arahan kebijakan melalui dokumen RTRW dan RDTR sebagai bentuk komitmen pengembangan transportasi sungai. Namun, implementasi kebijakan tersebut masih belum berjalan secara optimal. Melalui penelitian ini akan digali lebih dalam terkait potensi pengembangan IWT di Surabaya serta kendala yang menghambat implementasinya. Tujuan penelitian ini adalah untuk memberikan rekomendasi kebijakan terkait pengembangan Taksi Air. Analisis dalam penelitian ini menggunakan pendekatan Policy Delphi serta pemetaan SWOT. Data diambil dari perspektif para ahli serta pemangku kepentingan yang terlibat. Hasil temuan mengindikasikan bahwa, meskipun terdapat peluang namun kendala yang ditemukan masih sangat signifikan. Oleh karena itu, dibutuhkan langkah pengelolaan aktif dan terpadu yang mendukung fungsi transportasi.

The development of river transportation in Indonesia continues to face numerous challenges, including in the city of Surabaya. As the largest port city in the 19th century, Surabaya holds significant potential for the advancement of inland waterway transportation. The Surabaya City Government has demonstrated its commitment to this development through policy directives outlined in the RTRW and RDTR documents. However, the implementation of these policies has not yet been optimal. This study aims to explore the potential for inland waterway transportation (IWT) development in Surabaya and to identify the key barriers hindering its implementation. The objective is to provide policy recommendations regarding the development of the Taksi Air program. The analysis in this study adopts the Policy Delphi approach combined with SWOT mapping. Data were gathered from the perspectives of experts and stakeholders involved in the development of the Taksi Air along the Kalimas River. The findings indicate that, although opportunities exist, the challenges identified remain significant. Therefore, active and integrated management efforts are required to support the functionality of river-based transportation.
