Abstract

Industri otomotif di Indonesia menunjukkan pertumbuhan stabil hingga berhasil menjadi pasar terbesar di Asia Tenggara. Hal ini didorong oleh peningkatan populasi kelas menengah, urbanisasi, dan jumlah konsumen, sehingga perusahaan manufaktur otomotif di Indonesia juga mengalami persaingan yang ketat termasuk PT XYZ. PT XYZ yang merupakan sebuah produsen suku cadang otomotif berupa kampas kopling untuk kendaraan beroda 4 yang berlokasi di Surabaya ini juga berperan penting dalam menjamin komponen suku cadang berkualitas tinggi untuk produsen kendaraan sebagai salah satu bagian dari rantai pasok industri otomotif. Dalam melaksanakan kegiatan operasionalnya, PT XYZ nampaknya menghadapi risiko strategis, yaitu potensi penurunan ordersehingga menimbulkan penurunan sales revenue, penurunan growth revenue serta kegagalan mendapatkan pasar baru. Untuk menghadapi berbagai resiko tersebut, maka diperlukan sistem manajemen risiko yang strategis dan terstruktur untuk memastikan stabilitas operasional dan keberlanjutan bisnis. Oleh karena itu, dilakukan penelitian ini yang bertujuan untuk merancang sistem manajemen risiko berbasis Risk-Based Performance Management (RBPM) dengan metode Strategic Objective at Risk (SOAR). Penelitian ini dimulai dengan penjabaran tujuan perusahaan, identifikasi risiko, risk metrics, Key Risk Indicator (KRI), hingga risk control beserta control metrics dari setiap potensial risiko yang teridentifikasi dari setiap Key Performance Indicator (KPI) perusahaan. Selanjutnya, setiap risiko yang termasuk dalam KRI diberikan penilaian dengan parameter probability dan impact terhadap aspek biaya, kualitas, dan waktu untuk mengetahui prioritas risiko dan pemetaan berdasarkan tipe risiko. Setelah itu, risiko-risiko tersebut akan ditentukan masing-masing upaya risk response yang tepat untuk setiap risiko yaitu terdiri dari tolerate risk, treat risk, transfer risk, dan terminate risk. Tidak hanya itu, adapun output dari penelitian ini adalah berupa risk scorecard dan risk profile dashboard yang berguna untuk memantau risiko dengan menyajikan data yang telah dikumpulkan selama tahap pengolahan data, sehingga manajemen dapat dengan cepat menilai posisi risiko dan mengambil keputusan yang tepat untuk mengatasinya. Sehingga, penelitian ini dapat membantu perusahaan untuk mengidentifikasi risiko hingga memberikan upaya penanganan yang tepat untuk setiap potensial risiko yang dapat berpengaruh terhadap pencapaian KPI perusahaan.

The automotive industry in Indonesia demonstrates stable growth, successfully becoming the largest market in Southeast Asia. This growth is propelled by an increasing middle-class population, urbanization, and consumer numbers, leading to intense competition among automotive manufacturing companies in Indonesia, including PT XYZ. PT XYZ, a Surabayabased manufacturer of clutch facings for 4-wheeled vehicles, plays a vital role in ensuring the supply of high-quality components for vehicle producers as a key part of the automotive industry's supply chain. In its operational activities, PT XYZ appears to face strategic risks, specifically the potential for order reduction, which could lead to a decline in sales revenue, a decrease in revenue growth, and a failure to acquire new markets. To effectively address these various risks, a strategic and structured risk management system is imperative to ensure operational stability and business sustainability. Therefore, this research was conducted with the objective of designing a Risk-Based Performance Management (RBPM) system using the Strategic Objective at Risk (SOAR) method. The study commenced with an elaboration of the company's objectives, followed by the identification of risks, defining risk metrics, Key Risk Indicators (KRI), and subsequently, risk controls along with their respective control metrics for each potential risk identified from the company's Key Performance Indicators (KPIs). Furthermore, each risk classified as a KRI was assessed using probability and impact parameters across cost, quality, and time aspects to determine risk priorities and mapping based on risk types. Concluding this phase, appropriate risk responses (comprising tolerate risk, treat risk, transfer risk, and terminate risk) were determined for each identified risk. Moreover, the primary outputs of this research include a comprehensive risk scorecard and a dynamic risk profile dashboard. These tools are designed to effectively monitor risks by presenting systematically collected data from the analysis phase, enabling management to swiftly assess current risk positions and make informed, precise decisions to address them. Consequently, this study aims to empower the company to not only identify potential risks but also to formulate and implement suitable handling efforts for each risk that may impact the achievement of its KPIs.
