Abstract
Ketimpangan akses jaringan telekomunikasi masih menjadi permasalahan di Indonesia, ditandai dengan keberadaan blank spot, terutama di wilayah 3T (Tertinggal, Terdepan, dan Terluar). Permasalahan ini menunjukkan bahwa kemungkinan keberadaan infrastruktur jaringan seperti Base Transceiver Station (BTS) di Indonesia belum merata dan kualitas jaringan yang ada belum optimal di seluruh wilayah Indonesia, termasuk di wilayah non-3T. Oleh karena itu, penting bagi pemangku kepentingan, yaitu pemerintah dalam menentukan wilayah prioritas pengembangan infrastruktur telekomunikasi. Dalam penelitian ini, akan digunakan metode regresi spasial untuk menganalisis faktor yang memengaruhi keberadaan blank spot di provinsi Indonesia sehingga pengaruh keterkaitan spasial antar provinsi dapat dipertimbangkan pada model regresi dan hierarchical clustering untuk mengelompokkan provinsi berdasarkan hasil estimasi regresi spasial serta data keberadaan BTS di wilayah perkotaan dan pedesaan pada setiap provinsi dengan indikator kualitas sinyal telepon seluler untuk mengetahui pola pengelompokan wilayah dengan karakteristik yang serupa. Hasil penelitian menunjukkan bahwa keberadaan blank spot dipengaruhi secara signifikan oleh beberapa faktor, yaitu rata-rata konsumsi rumah tangga untuk telekomunikasi, persentase desa yang tidak memiliki BTS, persentase penduduk yang berusia 15 tahun ke atas, dan persentase penduduk miskin, serta ditemukan autokorelasi spasial positif pada variabel yang diuji sehingga mengindikasikan adanya kecenderungan pengelompokan wilayah. Kemudian, pengelompokan wilayah menghasilkan 6 klaster dengan karakteristik berbeda, dan dari integrasi hasil regresi spasial (Spatial Error Model), clustering, dan LISA cluster map, dapat diidentifikasi 12 provinsi sebagai wilayah prioritas ekspansi BTS, dengan 5 provinsi sebagai top priority, yaitu Kalimantan Tengah, Nusa Tenggara Timur, Papua, Sulawesi Barat, dan Sulawesi Tenggara. Penelitian ini diharapkan dapat menjadi dasar perumusan kebijakan pembangunan infrastruktur jaringan telekomunikasi yang lebih tepat sasaran.

Inequality in telecommunication network access remains a pressing issue in Indonesia, as evidenced by the existence of blank spot areas, particularly in the 3T regions (Disadvantaged, Frontier, and Outermost). This issue indicates that the distribution of network infrastructure such as Base Transceiver Stations (BTS) is likely still uneven, and the overall network quality remains suboptimal across the country, including in non-3T areas. Therefore, it is crucial for stakeholders, particularly the government, to identify priority regions for telecommunication infrastructure development. This study employs spatial regression to analyze the factors influencing the presence of blank spots in Indonesian provinces, allowing spatial interdependence among provinces to be incorporated into the model. In addition, hierarchical clustering is used to classify provinces based on the results of spatial regression estimation and data on BTS availability in both urban and rural areas, using mobile signal quality as an indicator, to identify regional clustering patterns with similar connectivity characteristics. The results show that the presence of blank spots is significantly influenced by several factors, including average household expenditure on telecommunications, the percentage of villages without BTS, the proportion of the population aged 15 and over, and the percentage of people living in poverty. Positive spatial autocorrelation was also found among the tested variables, indicating spatial clustering tendencies. Furthermore, the clustering analysis yielded 6 clusters with distinct characteristics, and through the integration of spatial regression (Spatial Error Model), hierarchical clustering, and LISA Cluster Map, 12 provinces were identified as priority areas for BTS expansion, with 5 provinces, it is Central Kalimantan, East Nusa Tenggara, Papua, West Sulawesi, and Southeast Sulawesi that are classified as top priorities. This research is expected to serve as a basis for formulating more targeted policies for the development of telecommunication infrastructure.
