Abstract
Tebet Eco Park merupakan ruang terbuka hijau publik yang berada di Jakarta Selatan dengan konsep yang mengintegrasikan fungsi ekologi, edukasi, sosial, dan rekreasi. Namun, apabila dilihat dari kondisi eksisting masih terdapat berbagai permasalahan seperti belum tersedianya fasilitas dan program edukatif yang memadai serta kurangnya elemen ekologis. Permasalahan tersebut berdampak pada belum maksimalnya pelaksanaan fungsi taman secara keseluruhan. Tujuan dari penelitian ini adalah untuk memberikan strategi peningkatan fungsi ekologi, edukasi, sosial, dan rekreasi Tebet Eco Park. Penelitian ini menggunakan metode Delphi untuk mengidentifikasi dan memvalidasi faktor-faktor pembentuk eco park oleh tiga narasumber ahli. Selanjutnya dilakukan analisis Importance Performance Analysis (IPA) terhadap penilaian 100 responden pengunjung taman untuk mengetahui tingkat kepentingan dan kinerja dari variabel-variabel pada masing-masing fungsi taman. Temuan ini menunjukkan meskipun secara konsep Tebet Eco Park telah mengadopsi prinsip-prinsip eco park, implementasinya di lapangan masih belum berjalan secara penuh sesuai dengan konsep ideal terutama pada fungsi edukasi dan ekologi. Berdasarkan hasil analisis, ditemukan lima variabel yang menjadi prioritas utama yang perlu ditingkatkan, yaitu habitat flora dan fauna, pengelolaan limbah, fasilitas edukasi, program edukasi, dan ruang inklusif. Kelima variabel tersebut dianalisis secara deskriptif untuk merumuskan strategi peningkatan yang diarahkan pada penguatan fungsi ekologi melalui penambahan habitat mikro dan bunga musiman, peningkatan fungsi edukasi melalui penyediaan pusat edukasi, papan informasi, dan program belajar di alam, serta peningkatan fungsi sosial melalui akses yang lebih ramah dan fasilitas yang mendukung semua kalangan masyarakat. Meskipun bukan menjadi fokus utama dalam strategi peningkatan, fungsi rekreasi tetap menjadi bagian penting dari konsep eco park dan turut didukung secara tidak langsung melalui penguatan fungsi ekologi, edukasi, dan sosial.

Tebet Eco Park is a public green open space located in South Jakarta, designed with an integrated concept that combines ecological, educational, social, and recreational functions. However, based on the existing conditions, several issues remain, such as the lack of adequate educational facilities and programs, as well as insufficient ecological elements. These problems have led to the park's functions not being fully optimized. The aim of this research is to provide strategies for enhancing the ecological, educational, social, and recreational functions of Tebet Eco Park. This study employs the Delphi method to identify and validate the eco park components through input from three expert sources. Furthermore, an Importance-Performance Analysis (IPA) was conducted based on the assessments of 100 park visitors to determine the level of importance and performance of variables within each park function. The results were then analyzed descriptively to formulate improvement strategies for each variable. The findings indicate that several variables with high importance levels are not yet matched by adequate performance, particularly within the park’s educational and ecological functions. Based on the analysis, five key variables were identified as top priorities for improvement strategies: habitat for flora and fauna, waste management, educational facilities, educational programs, and inclusive spaces. These five variables were analyzed descriptively to formulate strategies aimed at strengthening ecological functions through the addition of microhabitats and seasonal flowering plants; enhancing educational functions through the development of education centers, interpretive signage, and outdoor learning programs; and improving social functions through better accessibility and facilities that accommodate all segments of society. Although not the main focus of the improvement strategies, the recreational function remains an essential part of the eco park concept and is indirectly supported through the enhancement of ecological, educational, and social functions.
