Abstract
Partisipasi publik telah menjadi prinsip fundamental dalam tata kelola pembangunan yang inklusif dan demokratis. Dalam konteks perencanaan kota cerdas di Indonesia, pelibatan masyarakat tidak hanya menjadi tuntutan normatif, tetapi juga strategis guna memastikan keberlanjutan kebijakan dan relevansi program. Penelitian ini bertujuan untuk menganalisis peran konsultan sebagai aktor perantara dalam pengarusutamaan partisipasi publik, dengan menelusuri strategi, hambatan, dan dinamika posisi konsultan dalam relasi antara pemerintah dan masyarakat. Penelitian menggunakan pendekatan kualitatif deskriptif melalui triangulasi perspektif: konsultan, pemerintah, dan publik, dengan teknik pengumpulan data berupa wawancara mendalam dan analisis dokumen. Temuan menunjukkan bahwa meskipun konsultan memiliki komitmen terhadap nilai-nilai partisipatif dan memainkan peran sebagai fasilitator teknis sekaligus mediator komunikasi, posisi mereka tetap dibatasi oleh kontrak kerja (TOR), dominasi pengambilan keputusan oleh pemerintah, serta rendahnya kapasitas deliberatif forum partisipatif. Partisipasi publik dalam praktik masih berada dalam spektrum simbolik–konsultatif, tanpa jaminan substansi masukan memengaruhi arah kebijakan. Relasi kuasa yang timpang, kurangnya mekanisme umpan balik, dan ketidakterlibatan kelompok marjinal menjadi faktor penghambat utama. Penelitian ini menyimpulkan bahwa pengarusutamaan partisipasi publik melalui konsultan masih bersifat prosedural dan belum transformatif secara kelembagaan. Oleh karena itu, perlu reformulasi kerangka kelembagaan, revisi TOR konsultansi, serta penguatan kapasitas fasilitasi agar peran konsultan benar-benar mendukung pembentukan ruang partisipatif yang bermakna, deliberatif, dan berdaya.

Public participation has become a fundamental principle in inclusive and democratic development of governance. In the context of smart city planning in Indonesia, citizen engagement is not only a normative expectation but also a strategic necessity to ensure policy relevance and sustainability. This study aims to analyze the role of consultants as intermediary actors in mainstreaming public participation, by examining their strategies, challenges, and positional dynamics between government and the public. Employing a descriptive qualitative approach, the research triangulates the perspectives of consultants, government officials, and community participants through in-depth interviews and document analysis. Findings reveal that while consultants demonstrate a commitment to participatory values and act as both technical facilitators and communicative mediators, their influence is constrained by contractual obligations (TOR), government-dominated decision-making, and limited deliberative capacity within participatory forums. In practice, public participation remains largely symbolic and consultative, with no guarantee that citizens' input will influence final policy decisions. Power imbalances, the absence of feedback mechanisms, and the exclusion of marginalized groups are key barriers. The study concludes that the mainstreaming of public participation through consultants remains procedural rather than transformative. Institutional reform, TOR revision, and enhanced facilitation capacity are urgently needed to empower consultants in supporting genuinely meaningful and deliberative participatory spaces.
