Abstract

Dalam perkembangan ekowisata, Indonesia memiliki potensi besar, khususnya dalam pemanfaatan ekosistem pesisir seperti hutan mangrove, yang berperan penting dalam aspek lingkungan sosial, dan ekonomi. Wisata mangrove di Surabaya, terutama di kawasan Wonorejo, merupakan contoh destinasi yang menggabungkan konservasi alam dengan kegiatan pariwisata. Meskipun wisata mangrove ini menawarkan banyak potensi, kawasan tersebut menghadapi tantangan besar berupa kerusakan lingkungan akibat sampah, peningkatan jumlah pengunjung yang tidak diimbangi dengan pengelolaan yang baik, partisipasi masyarakat yang masih rendah, serta beberapa masalah lainnya. Metode analisis yang digunakan dalam penelitian ini meliputi Importance Performance Analysis (IPA), Content Analysis (CA), dan analisis deskriptif kualitatif. Importance Performance Analysis (IPA) sebagai tahap awal untuk menilai preferensi kawasan wisata mangrove wonorejo berdasarkan kebutuhan masyarakat dari total 120 responden masyarakat Wonorejo. Selanjutnya, untuk menentukan faktor-faktor yang berpengaruh dalam pengembangan wisata mangrove wonorejo berbasis ekowisata menggunakan analisis konten dari pandangan 6 stakeholder ahli yang terkait yaitu Disbudporapar Surabaya, DKPP Surabaya, pengelola ekowisata, EJEF, dan akademisi. Tahap terakhir, digunakan analisis deskriptif untuk merumuskan strategi pengembangan wisata mangrove berdasarkan hasil analisis IPA, CA, dan juga best practice yang relevan. Hasil penelitian ini adalah dirumuskannya 12 strategi utama dari 6 variabel pada kuadran prioritas dari total 16 variabel penelitian dalam pengembangan wisata mangrove wonorejo berbasis ekowisata berdasarkan preferensi stakeholder, diantaranya perlunya penguatan ekonomi lokal berbasis potensi mangrove melalui pengembangan usaha masyarakat, peningkatan kapasitas SDM, dan diversifikasi produk. Optimalisasi promosi dilakukan melalui pemanfaatan media digital dan visitor center untuk memperluas jangkauan pasar. Pengelolaan pengunjung diterapkan berbasis daya dukung kawasan melalui zonasi, pembatasan kuota, dan pengaturan transportasi. Tata kelola didukung oleh regulasi, sistem monitoring digital, dan peningkatan kapasitas petugas. Kolaborasi multipihak diperkuat melalui model Pentahelix untuk menciptakan tata kelola yang inklusif dan berkeadilan. Integrasi sistem pendanaan dilakukan melalui sinergi kelembagaan dan dukungan CSR. Kapasitas masyarakat diperkuat melalui pelatihan berbasis potensi lokal dengan sertifikasi profesi. Program pemberdayaan dilaksanakan secara terstruktur melalui pemetaan kelembagaan dan evaluasi berkala. Pengembangan moda transportasi wisata yang aman dan inklusif dilengkapi dengan integrasi transportasi publik. Edukasi lingkungan ditingkatkan melalui fasilitas interaktif, pelatihan pemandu, kampanye digital, dan penyuluhan komunitas.

In the development of ecotourism, Indonesia has great potential, especially in the utilization of coastal ecosystems such as mangrove forests, which play an important role in ecological, social and economic aspects. Mangrove tourism in Surabaya, especially in the Wonorejo area, is an example of a destination that combines nature conservation with tourism activities. Although this mangrove tourism offers a lot of potential, the area faces major challenges in the form of environmental damage due to waste, an increase in the number of visitors that is not matched by good management, low community participation, and several other problems. The analysis methods used in this research include Importance Performance Analysis (IPA), Content Analysis (CA), and qualitative descriptive analysis. Importance Performance Analysis (IPA) as an initial stage to assess the preferences of Wonorejo mangrove tourism area based on community needs from a total of 120 Wonorejo community respondents. Furthermore, to determine the influential factors in the development of ecotourism-based wonorejo mangrove tourism in terms of environmental ecology using content analysis from the views of 6 relevant expert stakeholders namely Disbudporapar Surabaya, DKPP Surabaya, ecotourism managers, EJEF, and academics. The last stage, descriptive analysis was used to formulate mangrove tourism development strategies based on the results of IPA analysis, CA, and also relevant best practices. The results of this study are the formulation of 12 key strategies from 16 variables in the development of Wonorejo mangrove tourism based on ecotourism, based on stakeholder preferences from an environmental ecology perspective, including the need to strengthen the local economy based on mangrove potential through community business development, human resource capacity building, and product diversification. Promotion is optimized through the use of digital media and visitor centers to expand market reach. Visitor management is implemented based on the carrying capacity of the area through zoning, quota restrictions, and transportation regulations. Governance is supported by regulations, digital monitoring systems, and capacity building for officers. Multi-stakeholder collaboration is strengthened through the Pentahelix model to create inclusive and equitable governance. Funding system integration is carried out through institutional synergy and CSR support. Community capacity is strengthened through training based on local potential with professional certification. Empowerment programs are implemented in a structured manner through institutional mapping and periodic evaluations. The development of safe and inclusive tourist transportation modes is complemented by the integration of public transportation. Environmental education is enhanced through interactive facilities, guide training, digital campaigns, and community outreach.
