Abstract

Kota Malang menghadapi permasalahan pengelolaan sampah organik rumah tangga yang semakin kompleks, seiring meningkatnya volume timbulan sampah dan keterbatasan sistem pengelolaan yang ada. Berdasarkan data Dinas Lingkungan Hidup (DLH) Kota Malang tahun 2023, timbulan sampah di Kota Malang mencapai sekitar 622 ton per hari, di mana lebih dari 60% merupakan sampah organik rumah tangga. Namun demikian, hanya sekitar 55–60% sampah yang berhasil terangkut ke TPA Supit Urang, sementara sisanya tidak tertangani secara optimal atau berakhir di lingkungan sekitar. Konsep Zero Waste menjadi solusi yang ditawarkan dalam mengurangi volume sampah dari sumbernya. Namun, efektivitas penerapan konsep ini masih belum optimal akibat lemahnya integrasi kebijakan, rendahnya partisipasi masyarakat, dan keterbatasan infrastruktur pendukung seperti fasilitas kompos dan TPS3R. Oleh karena itu, penelitian ini dilakukan untuk menjawab permasalahan tentang sejauh mana kinerja faktor-faktor yang mempengaruhi penerapan Zero Waste, dan bagaimana strategi implementasi yang tepat untuk mengurangi volume sampah organik di Kota Malang.Tahap pertama yaitu mengukur kinerja faktor-faktor yang mempengaruhi dalam penerapan konsep Zero Waste dengan menggunakan analisis deskriptif dan skala likert. Pada tahap kedua, yaitu merumuskan strategi implementasi dengan menggunakan metode Importance Performance Analysis (IPA).

Dari hasil analisis menggunakan metode Importance Performance Analysis (IPA), diperoleh 27 variabel yang dipetakan ke dalam empat kuadran. Ditemukan bahwa terdapat sejumlah variabel yang masuk dalam Kuadran I, yaitu faktor yang memiliki tingkat kepentingan tinggi namun kinerjanya masih rendah. Faktor-faktor tersebut antara lain dukungan program edukasi masyarakat, ketersediaan fasilitas pengolahan sampah, tingkat pengomposan oleh rumah tangga, dan kolaborasi antara pemerintah dan masyarakat. Berdasarkan kondisi tersebut, strategi utama yang dirumuskan mencakup: (1) penguatan program edukasi dan sosialisasi berbasis komunitas, (2) pengembangan fasilitas pengolahan sampah terpadu, serta (3) peningkatan sinergi antar pemangku kepentingan melalui pembentukan forum kolaboratif pengelolaan sampah tingkat kota. Strategi ini diharapkan dapat menjadi prioritas intervensi untuk meningkatkan efektivitas penerapan konsep Zero Waste di Kota Malang.

The city of Malang is facing increasingly complex challenges in managing household organic waste, as the volume of waste generation continues to rise while existing waste management systems remain limited. According to data from the Malang City Environmental Agency (DLH) in 2023, the city generates approximately 622 tons of waste per day, with over 60% consisting of household organic waste. However, only about 55–60% of the total waste is transported to the Supit Urang landfill, while the remainder is either improperly managed or ends up polluting the surrounding environment. The Zero Waste concept has been proposed as a solution to reduce waste at its source. Nevertheless, its implementation remains suboptimal due to weak policy integration, low community participation, and limited supporting infrastructure such as composting facilities and TPS3R (Reduce, Reuse, Recycle, and Waste Proccessing Sites.

Therefore, this study aims to assess the performance of the factors influencing the implementation of Zero Waste and to formulate appropriate implementation strategies to reduce the volume of organic waste in Malang City. The first stage involves measuring the performance of the influencing factors using descriptive analysis and a Likert scale. The second stage focuses on formulating implementation strategies using the Importance Performance Analysis (IPA) method.
Based on the results of the IPA, 27 variables were identified and mapped into four quadrants. Several variables were found to fall into Quadrant I—those considered highly important but currently underperforming. These variables include support for community education programs, the availability of waste processing facilities, the level of household composting, and collaboration between the government and the community. Accordingly, the main strategies formulated include: (1) strengthening community-based education and awareness programs, (2) developing integrated waste processing facilities, and (3) enhancing stakeholder synergy through the establishment of a city-level collaborative waste management forum. These strategies are expected to become priority interventions to improve the effectiveness of Zero Waste implementation in Malang City.
