Abstract
Pembangunan infrastruktur berkelanjutan di Indonesia merupakan upaya strategis untuk menjawab tantangan sosial, ekonomi, dan lingkungan. Skema Kerja Sama Pemerintah dan Badan Usaha (KPBU) menjadi salah satu pendekatan yang digunakan untuk mempercepat pembangunan tersebut. Namun, proyek KPBU menghadapi risiko kompleks akibat keterlibatan banyak pihak dan ketidakpastian lingkungan. Penelitian ini mengkaji proyek Pembangkit Listrik Tenaga Sampah (PLTSa) Benowo di Surabaya yang dilaksanakan dengan skema KPBU. Tujuan penelitian adalah mengidentifikasi risiko utama berdasarkan persepsi para pemangku kepentingan, mengkategorikan serta memeringkatkan risiko, dan menganalisis hubungan antar risiko menggunakan metode Probability Impact Matrix (PIM) dan MICMAC (Matrice d’Impacts Croisés Multiplication Appliquée à un Classement). Hasil PIM menunjukkan bahwa risiko dengan nilai gabungan tertinggi adalah Penyelesaian0 Sengketa Kontraktual (R8), Biaya Operasional dan Pemeliharaan yang Melebihi Anggaran (R2), serta Inflasi (R1). Risiko ini berdampak besar terhadap keberlanjutan proyek dari sisi waktu, biaya, dan kelayakan kontrak. Penanganannya memerlukan mekanisme kelembagaan, pengelolaan keuangan yang fleksibel, dan kontrak yang adaptif. Analisis MICMAC menunjukkan sebagian besar risiko berada pada kategori linkage, yaitu memiliki pengaruh dan keterpengaruhan tinggi. Risiko seperti Kepailitan Kontraktor, Keterlambatan Infrastruktur, dan Kebangkrutan Investor menjadi titik kritis. Risiko Korupsi (R11) juga diidentifikasi sebagai risiko sistemik yang memperburuk risiko lain jika tidak dikendalikan. Hasil penelitian menegaskan bahwa strategi mitigasi risiko dalam proyek KPBU PLTSa harus bersifat sistemik, preventif, dan terintegrasi. Temuan ini mendukung pencapaian TPB/SDGs, khususnya SDG 7, SDG 11, dan SDG 13.

Sustainable infrastructure development in Indonesia is a strategic effort to address social, economic, and environmental challenges. The Public-Private Partnership (PPP) scheme is one approach used to accelerate this development. However, PPP projects involve complex risks due to multi-stakeholder involvement and environmental uncertainties. This study examines the Benowo Waste-to-Energy (WTE) Power Plant project in Surabaya, implemented under a PPP scheme. The research aims to identify key risks perceived by stakeholders, categorize and rank them, and analyze their interrelationships using the Probability Impact Matrix (PIM) and MICMAC (Matrice d’Impacts Croisés Multiplication Appliquée à un Classement) methods. PIM analysis indicates that the highest combined risk scores are found in Contractual Dispute Resolution (R8), Operational and Maintenance Cost Overruns (R2), and Inflation (R1)—risks that significantly affect project timelines, budgets, and contractual feasibility. Effective mitigation requires institutional mechanisms, flexible financial strategies, and adaptive contract management. MICMAC results show that most risk variables are classified as linkage variables, meaning they have strong mutual influence. Critical risks include Contractor Insolvency, Infrastructure Delays, and Investor Bankruptcy, which can trigger cascading failures. Corruption (R11) also emerges as a systemic risk that can intensify others if not strictly controlled. The findings emphasize that risk mitigation in PPP-based WTE projects must be systemic, preventive, and integrated, focusing not only on risk magnitude but also on each variable’s structural role within the network. This study contributes to more effective planning and implementation of renewable energy infrastructure and supports SDG 7, SDG 11, and SDG 13.
